It is with great pleasure that we are writing to you today, to thank you for your support to our initiative in favor of the establishment of an International Criminal Court (ICC). The petition you endorsed, has been undersigned by over 800 parliamentarians around the world and has been published last December, for the opening session of the Preparatory Committee of the ICC Statute, in the International Herald Tribune, Le Monde, El Pais and the Irish Times. On the same day, a delegation of signatories lead by EuroCommissioner for Humanitarian Aid, Emma Bonino, was received by UNSG, Kofi Annan, who congratulated the delegation on the initiative.
On December 17, 1997, the UN General Assembly adopted a resolution in which it convenes a Diplomatic Conference to establish the ICC from June 15 to July 17, 1998. Despite this first important achievement, there remain some open questions regarding the functioning of the Court.
In line with our efforts to obtain a positive outcome of future negotiations on this issue, we have drafted a parliamentary resolution that points out the building blocks for an independent, fair and effective permanent court.
We are pleased to present this document to you today, and we ask you to submit it to your Parliament. It can be found in the annexes of the enclosed brochure on the Radical Party and its initiatives.
