In this case, one has to ask pre-adhesion and, once tabled the resolution, one has to ask to the Minister for Foreign Affairs of each country or to their permanent mission in New York to send a fax to the Secretary of the Human Rights Commission notifying ones intentions to sponsoring the resolution.
