Tibet/Italy: resolution of the Committee of Foreign Affairs

RESOLUTION ON TIBET

Wednesday April 15, 1998

House of Deputies, Committee of Foreign Affairs

The III Committee,

- whereas in occupied Tibet a very hard repression is taking place that has the form of a genocide, not only cultural, programmed and put into practice also through wide transfers of chinese populations in order to extinguish by dilution the Tibetan People;

- whereas thousands of political prisoners are held on the territory of the People's Republic of China in the famous "Laogai", where detention conditions are literally inhuman;

- whereas the Dalai Lama, Nobel Peace Prizewinner for 1989, spiritual and political leader of the Tibetan people, in the path of nonviolent and gandhian firmness constantly proposes to the Chinese government dialogue and negotiations, under the aegis of UN and of its Secretary General, for the establishment of a real autonomy for Tibet;

- whereas the UN General Assembly has repeatedly confronted this tragedy through resolutions n. 1353 (XIV) del 1959, 1723 (XVI) del 1961, 2070 (XX) del 1965;

- whereas the European Parliament has repeatedly raised its voice by approving the resolutions of October 15, 1987, March 16, 1989, March 15, 1990, February 13, 1992, December 15, 1992, June 25, 1993, July 13, 1995, December 14, 1995, where it denounces the human rights violations in Tibet as well as the invasion and occupation of Tibet by the People Republic of China;

- whereas resolutions on the situation in Tibet have been recently approved by the German Bundestag, by the Italian House of Deputies and by the Parliament of Luxembourg;

engages the Government:

- to act in order to ensure that the meeting between the Dalai Lama and representatives of the Government of the People's Republic of China will take place as soon as possible, for the research of a possible agreement such to guarantee also the return of those exiled;

- to favour and support the possibility of preliminary meetings for the reopening of the dialogue between the Dalai Lama and the Chinese Government,

- to do all political and diplomatic efforts to promote, inside the international organs, and notably at the Council of Europe and the in the UN, initiatives in favour of the respect of human rights in the PRC and, notably, in Tibet, Eastern Turkestan and Inner Mongolia for the immediate liberation of political prisoners and the closing of the "Laogai".
