Resolution on the Federal draft law on Moratorium on carrying out death penalty punishments
N 2.12-17/142 of February 17, 1998.
The Government of the Russian Federation has examined the Federal draft law on Moratorium on carrying out death penalty punishments.
At present in the investigaroty prisons there are 894 persons condemned to death. Every year their number increases by nearly 150 persons. So, by the year 2000 the number of condemned to death may by about 1300 that means that it will be necessary to construct at least 4 specialised colonies of special regime.
According to preliminary calculations of the Russian Ministry of Internal Affairs, the expenses of the federal budget for constructing these colonies and keeping there the condemned persons will be of 580 million roubles.
The Government of the Russian Federation does not support this draft law and confirms its position explained earlier in the letter to the State Duma of the Federal Assembly of the Russian Federation that it finds inexpedient proposing the Federal draft law on Moratorium on carrying out death penalty punishments for examination by the State Duma of the Federal Assembly of the Russian Federation (N 0216-4 of January 17, 1998).
