Dear colleague,
The request of extradition of General Pinochet, the complaint tabled against Fidel Castro and the debates that have followed it, have emphasised once again the necessity and urgency to end impunity and to establish a system of international justice capable of punishing those responsible for the most serious crimes, without falling into the trap of a "justice of the winners" or an "ad hoc justice."
All these reasons indisputably plead for a large mobilisation in favour of a rapid establishment of the permanent International Criminal Court (ICC). We must keep up the momentum generated at the Rome Diplomatic Conference last July, and speed up, as much as possible, the signing and the ratification process of the Rome Treaty for the immediate entry into force of the ICC.
At the same time we consider extremely important to mobilise ourselves, as well as the public, in order to help the International Tribunal for the Crimes Committed in the former Yugoslavia in fulfilling its mandate. We must do this in a moment when Kosovo is, once again, victimized by the criminal policy conceived and carried our by the authorities of Belgrade and, first of all, by President Milosevic.
Therefore, we invite you to mobilise yourself inside your Parliament, and to do your utmost for the prompt ratification of the ICC Statute. We also take this opportunity to invite you to join the appeal addressed to Ms. Louise Arbour, General Prosecutor of the Hague Tribunal to take the necessary measures to incriminate Mr. Milosevic for war crimes and crimes against humanity.
