Subject: PARLIAMENTARY INTERROGATION
Dear Mr. Minister:
On July 18, 1998, a Diplomatic Conference of Plenipotentiaries in Rome, where the delegation of (Country) actively participated, adopted the Statute of the International Criminal Court, the first supranational permanent judicial body in the history of mankind with jurisdiction over war crimes, crimes against humanity and genocide. This achievement represents one of the most important steps towards the establishment of an effective international rule of law, which will no longer grant impunity for war criminals.
The International Criminal Court, however, will come into operation only after 60 countries will have ratified its Statute. Currently 76 Countries have signed it. On February 2 this year, Senegal became the first state part to the ICC Rome Treaty.
I should like to take the liberty to ask your Excellency detailed information on the political as well as legal aspects concerning the ratification process of the ICC Treaty in our national system; in particular I would appreciate information on the status of the draft ICC Ratification Bill, and its iter at the Parliament or other relevant Governmental bodies.
As you are aware, the Works of the Preparatory Commission of the ICC have started in New York last February, I should be grateful if your Ministry could provide its views on the issues at stake, notably the Rules of Procedures and Evidence, and the Elements of Crimes, which represent the agenda items of the PrepCom mandated to finalize the annex to the ICC Statute ?
