at the moment of the resumption of the Kosovo negotiations it is with great pleasure that we present you the "Report on Serious Violations of International Humanitarian Law in Kosovo in 1998".

As you will realise this report exposes very clearly the individual responsibility, both from a juridical and, of course, political point of view, of President Slobodan Milosevic for the war crimes and crimes against humanity committed in Kosovo during the last twelve months.
