Brussels, March 22 1999
Dear Colleague,
I am pleased to submit you two initiatives that I hope will meet your support.
The first one concerns the establishment of a universal moratorium on capital executions by the United Nations and with that goal, the inscription of this item on the agenda of the forthcoming UN General Assembly by the EU Member States.
For this reason we have created a postcard-campaign addressed to M. Joshka Fischer, current President of the Council, asking him to undertake all the measures to make the 15" decide to promote such initiative and thus introduce this item in June on the agenda of the next UNGA.
The second initiative deals with the adhesion of Macedonia to the European Union both as a concrete political answer to the threats of instability that are jeopardizing the country and as a mean to reinforce Macedonia politically and economically.
For this purpose we have created a postcard addressed to the Macedonian Prime Minister M. Ljubco Georgievski, asking him to introduce rapidly a formal request of membership of Macedonia to the European Union.
We hope that we will have your support to those initiatives.
Best regards,
Olivier Dupuis
