KOSOVO: THE RESOUNDING SILENCE OF THE PROSECUTOR OF THE INTERNATIONAL CRIMINAL TRIBUNAL IN THE HAGUE, MRS. LOUISE ARBOUR

Statement of Olivier Dupuis, Secretary General of the Transnational Radical Party and member of the European Parliament

Brussels, 30 March 1999. "Four days have passed since the Chief Prosecutor of the Republic of Albania, Judge Albert RAKIPI, has offered assistance to Louise Arbour, the Prosecutor of the Prosecutor of the International Criminal Tribunal for the former Yugoslavia in the collection of witness testimonies from Kosovar refugees in Albania. We are still waiting for Mrs Arbour to confirm whether she intends to go to Albania to organise the collection of information on the war crimes and crimes against humanity that are being committed in Kosovo.

More than a year has passed since the start of President Milosevic's vast scale repression and ethnic cleansing operations in Kosovo. We are still waiting for news of any action undertaken by the Prosecutor of the International Criminal Tribunal.

More than two months have passed since the Racak massacre, and more than two weeks since the publication of the findings of the Finnish pathologist confirming, but we still do not have any news of any action taken by the Prosecutor Arbour to identify these responsible.

More than 8 years have passed since the beginning of the war of aggression against Slovenia, Croatia, Bosnia and now Kosovo planned and conducted by President Milosevic. We still do not know whether the Prosecutor of the International Criminal Tribunal is working on an indictment against President Milosevic for the war crimes, crimes against humanity and genocide.
