KOSOVO: MRS ARBOUR CONTINUES TO ACT AS IF NOTHING IS THE MATTER

IS THE HAGUE THE RIGHT PLACE FOR HER ?

Brussels, 31 March 1999. "The Declarations of Mrs Arbour this morning are literally intolerable. After an entire year punctuated by war crimes and crimes against humanity, and after the tragic week that Kosovo has just lived through, Mrs Arbour informs us, in "sensational" terms, that Arkan has been indicted and wanted by the Tribunal since 1997 and that she has written to Mr. Milosevic to "warn" him against using characters like Arkan in Kosovo.

For Mrs. Arbour then, what is happening in Kosovo is entirely the result of several individuals out of control. For Mrs. Arbour, the tens of thousands of refugees are apparently arriving from another planet, their statements and stories are fiction, the images of destroyed villages and villages in flames are the works of witchcraft. For Mrs. Arbour the 50,000 soldiers and paramilitary Serbs in Kosovo are choir-boys or boy-scouts sent by the Holy Spirit.
