ASSASSINATION OF RAJIV GANDHI. APPEAL TO THE EUROPEAN UNION TO INTERVENE FOR THE CONCESSION OF THE GRACE TO THE FOUR CONDEMNED AND FOR A BIG EUROPEAN INITIATIVE FOR THE ESTABLISHMENT OF A UNIVERSAL MORATORIUM ON CAPITAL EXECUTIONS
Rome, 2 June, 1999. Following the death sentence for the four persons accused in the process on the assassination of Rajiv Gandhi, we address the heads of States and Governments of the European Union, who will meet in Koeln on 3 and 4 June, with an appeal asking them to intervene to the President of the Indian Union Narayanan in order that he concedes the grace to the four condemned, also as the first step towards the establishment of a moratorium on capital executions by India.
We remind also to the highest authorities of the European Union the last resolution of the European Parliament on the abolition of the death penalty, in which the EP requests the EU to undertake all the initiatives in order that this year's UN General Assebly approves a resolution establishing a universal moratorium on capital executions as the first step towards the cancellation of the death penalty from the judicial bodies of all the countries in the world.
