Dear Sir,
A month after the end of the international police operation in Kosovo, thousands of kosovars remain prisoners of the Belgrade regime. Many of them were literally kidnapped by the Serbian military and police forces and transferred to several prisons in Serbia. According to some sources, unfortunately fragmentary, one cannot exclude the fact that many of those prisoners may have already been killed while the conditions of those still alive remain subject of considerable concern.
This is but the last example, if it were needed, not only of the criminal nature of the Belgrade regime but also of the very serious responsibilities, both political and judicial, of President Milosevic. There can be no doubt indeed as to the fact that the abduction and the transfer, or rather the deportation of thousands of people from Kosovo to Serbia needed planning and orders given by the highest levels of the State.
In the face of this extremely serious situation and President Milosevic latest attempt at blackmail, I think that the European Union and your country must react with absolute determination and force and demand the immediate and unconditional liberation of all the kosovar prisoners held in the prisons of the Belgrade regime making any humanitarian aid to Serbia, the only aid so far allowed, conditional to the immediate fulfilment of this demand.I address myself to you, Mr. Minister, to ask you to intervene at every level, starting from the Council of Ministers of the Union, to demand and obtain the immediate liberation of all the kosovar prisoners.
