'Remnin Ribao' condemns "farce" of Dalai Lama-Clinton meeting (RR)

Text of article by Gu Ping entitled: "The United States is creating trouble again", published in the Chinese Communist Party newspaper "Remnin Ribao". Disregarding the chinese government resolute opposition and serious representations, the US government insisted on making arrangements for Vice-President Albert Gore's meeting with the Dalai Lama on 13th September and for letting President Clinton have the so-called meeting with him "by chance". This is another serious political incident created by the US government in brazenly interfering in China's internal affairs.

Tibet is an inseparable part of China's territory and Tibetan affairs are purely internal affairs of China. These are facts acknowledged worldwide. The US government has also admitted openly on numerous occasions that Tibet is China's territory and that it will not recognize "Tibet's independence" and the Dalai Lama government in exile". However, the government of such a large country has gone back on its word, saying one thing and doing another, offering long-term support to the Dalai Lama in engaging in activities to split China, and continually making an issue of the Tibet question. The United States is again playing the so-called "Tibet card" in allowing both the president and vice-president to meet the Dalai Lama. As a matter of fact, the US government is fully aware that the Tibet question is a very sensitive issue involving China's sovereignty. The United States first spread news that President Clinton would not meet the Dalai Lama. After the arrangements made for their meeting, they tried to falsel

y allege that it was a 'meeting by chance" to perfunctorily deal with the international media. By managing to interpret the carefully arranged meeting as a "meeting by chance". besides failing to justify themselves, they have exposed the guilty conscience of a plotter. How can they convince others by saying that the two "met by chance"?

The US government also defended itself by saying that the Dalai Lama is merely a "religious leader" What kind of a person is the Dalai Lama? Residing abroad for a long time. he has run hither and thither to split Tibet from China. He is absolutely not a purely religious figure. The political speeches and behaviour of the Dalai Lama have also shattered his religious cloak. The United States not only received the Dalai Lama but also offered him a political stage, allowing him to incite and advocate "Tibet independence" Should this not be regarded as connivance and support for the Dalai Lama's activities to split China'? The explanation given by the United States is untenable.

Sino-US relations are now in a difficult period, totally caused by the United States by allowing Li Denghui to visit the United States. The US government should have taken specific measures to remove the grave consequences caused by Li's visit to Sino-US relations. Nonetheless, the United States directed a "meeting by chance" farce by ignoring the overall situation of Sino-US relations and created new trouble for bilateral ties. The behaviour of the US government cannot but make people doubt its sincerity in improving Sino-US ties.

The Chinese government attaches importance to Sino-US relations, but there are principles for developing Sino-US ties. China has never done anything to offend the United States. The United States, however. has made use of the Taiwan question and Tibet question to hurt China time and again. If the United States really wants to improve Sino-US relations, it should take practical action to stop interfering in China's internal affairs and raising new obstacles. It will not work if you make a promise and do not keep it.
