Tibet party secretary hails police and army work (XR)

Excerpts from report by Chinese regional newspaper from Tibet 'Xizang Ribao'

Chen Kuiyuan, secretary of the Tibet Autonomous Region Party Committee, recently told these reporters in Lhasa that leading party and government authorities as well as people of all nationalities respected and applauded officers and men of troops and armed police forces in Tibet, who have successfully accomplished their assignments of safeguarding the border areas, maintaining social stability and supporting Tibet's construction.. Chen Kuiyuan stressed: While leading party and government authorities at all levels and people of all nationalities in Tibet are focusing on implementing the party's basic lines and embarking on economic construction, hostile forces abroad and the Dalai clique have never ceased their heavy interference in Tibet. This year, especially, the Dalai clique, with support from hostile forces in the West, has flagrantly violated religious rituals and established historical rules in a vain attempt to use the issue of the Panchen Lama's' reincarnation to achieve its political scheme of under

mining Tibet's stability and social development. Thus, while embarking on economic development, we must be highly alert to sabotage by these hostile forces and the Dalai clique, to maintain a high degree of social stability and provide an environment that ensures our economic development and social progress. This is where the overall interests of people of Tibetan and other nationalities lie. On this issue of utmost importance, officers and men of military troops and the armed police forces in Tibet, while securing the motherland's southwest border areas, have provided a good environment for people of all nationalities in Tibet; and they have also made outstanding contributions to maintaining Tibet's social stability, which they consider their responsibility. Because of strictly enforced disciplinary rules, officers and men of the People's Liberation Army [PLA] have impressed the people with their image as mighty but civilized forces. Increasingly closer ties among the PLA, the armed police force, the govern

ment and the people have established increasingly harmonious internal and external relations in Tibet. Thus the PLA and the armed police forces have earned for themselves increasingly greater respect and love from people of all nationalities, The strict discipline and rigorous training of the PLA and the armed police forces, as well as their ever-improving fighting power, are powerful guarantees of the people's safety. While they have reassured the people, they have frightened and deterred hostile forces and separatist's from making any unscrupulous moves. Chen Kuiyuan said: Tibet's society is becoming increasingly stable every year. As officers and men of PLA troops and armed police forces in Tibet are becoming stronger, they have become an important factor ensuring Tibet's stability.

Chen Kuiyuan, who is concurrently the first secretary of the Tibet Military District Party Committee, continued: While clearly realizing their formidable assignments and the protracted struggle, leading party and government authorities and people of all nationalities in Tibet are full of confidence in Tibet's economic development and social progress. At Tibet's recent fifth patty congress, the 500 or so party representatives demonstrated their ideological unity and their high degree of political unity with the Party Central Committee. This shows the unprecedentedly firm political stand and high degree of ideological unity with the Party Central Committee of Tibet's 88,000 local communist party members and 60,000 minority cadres. It also shows that, under the leadership of party committees at. all levels, the 2,300,000 people of all nationalities in Tibet are yearning for stability, development and progress. The successes achieved in ideological and political construction, which are more important than some o

ther achievements, are the power behind Tibet's social stability and economic development. Meanwhile, the vast number of religious believers have become increasingly aware of the treacherous Dalai clique's separatist character. It has even tried to undermine the important Buddhist event of searching for the Panchen Lama's reincarnation, fully exposing the clique's vicious scheme of using religion as a separatist political tool and revealing its real features to the vast number of religious believers. Its scheme is doomed to failure again. The cards it can play are numbered. Its day is waning and the road is ending...
