The second plenary' meeting of the First Council of the Police Society of the Tibet Autonomous Region and the Regional Public Security Theoretical Seminar were held in Lhasa l2th-l3th October. Regional leaders Zi Cheng, Baimaduoji and Zhou Qishun attended the meeting.

Zi Cheng, member of the Standing Committee of the Tibet Autonomous Region CCP Committee, secretary of the Political Science and Law Commission, and secretary and director of the Public Security Bureau, spoke at the meeting. He said: Since its establishment in 1993, the Tibet Autonomous Region Police Society, has, under the leadership of the Public Security Bureau, carried out research on theories in the science of public security, closely centring round the central tasks of the party and in light of the current situation and local reality, and has made outstanding achievements. At present, the situation in the struggle against a split and in social order in our region remains quite grim. The research on theories in public security should not be weakened, but on the contrary, should be strengthened.

Comrade Zhou Qishun, vice-chairman of the Regional Committee of the Chinese People's Political Consultative Conference and chairman of the Police Society, also spoke at the meeting.

The meeting presented award certificates to authors of outstanding theses.
