Excerpts from Chinese regional newspaper from Tibet Xizang Ribao' report by staff reporter Zhang Lei and reporter trainee Gao Qiong entitled: "The autonomous regional party committee holds a meeting of provincial cadres with party membership to earnestly study and gain an understanding of the guidelines of the fifth plenary session of the 14th CCP Central Committee". Speeches by deputy party secretaries Gyaincain Norbu and Raidi point out that the struggle against separatism remains "grim" and that for cadres in particular the stance taken towards the antiseparatist struggle is the key to their political effectiveness.
On 9th October, the Tibet autonomous regional party committee held a meeting of provincial cadres with party membership to collectively study the documents of the fifth plenary session of the 14th CCP Central Committee. Participants said unanimously that they would firmly support the guidelines of the plenary session; earnestly study and gain a profound understanding of the guidelines; and put the guidelines into practice in an all-around manner so that Tibet would achieve new results in the grand cause of social stability and economic development under the guidance of these guidelines.
Raidi, executive deputy secretary of the autonomous regional party committee, chaired the meeting.
Participants in the study meeting included Gyaincain Norbu, executive deputy secretary of the autonomous regional party committee and chairman of the autonomous regional government; Basang, Yang Chuantang and Lieque, deputy secretaries of the autonomous regional party committee; and provincial cadres with party membership from the autonomous regional party committee standing committee, autonomous regional people's congress, autonomous regional government, autonomous regional committee of the Chinese People's Political Consultative Conference and Tibet Military District...
Gyaincain Norbu said: The fifth plenary session was a great success. In his speech, Comrade Jiang Zemin repeatedly admonished the entire party to be politically conscious and cool-headed. An analysis of the domestic and international situation carries even more important practical significance for Tibet. Since Tibet faces a grim situation arising from its antiseparatist struggle, cadres at all levels must take a firm political stand and lead people of all ethnic groups across the region thoroughly to smash the separatist schemes of hostile Western forces and the Dalai clique.
Gyaincain Norbu pointed out: Tibet is faced with historic opportunities. Whether or not it can seize those opportunities is of paramount importance to its development. Reform and opening up over the past 17 years have brought Tibet's economic and social development into a new historical period, during which its annual total output value of goods and services has increased steadily, and its development pace has quickened with each passing year. These have laid a fairly solid foundation for completing the "Ninth Five-Year Plan" and achieving the long-term goals to the year 2010...
Raidi delivered an important speech at the end of the meeting... Raidi said: In his speech, Comrade Jiang Zemin specifically stressed that senior cadres in the party must pay attention to matters with political implications - political orientation, stand, viewpoint, discipline, discernment and sensitivity. They must keep a cool head on political issues. On major issues, they must uphold principles, make a clear distinction between right and wrong, and always remain politically sober-minded and firm. Tibet faces an acute and complex antiseparatist struggle, and every CCP member, especially every leading cadre, faces formidable challenges during this serious political struggle. The question of what stand and attitude should be taken towards this struggle is a major political matter. Whether we can take a firm and clear-cut stand and actively throw ourselves into the antiseparatist struggle, expose the Dalai's crimes of trying to break up the motherland and undermine national unity and Tibet's political stabili
ty and economic development, and wage a resolute struggle against him and his associates is an extremely important criterion for judging whether leading cadres at all levels, especially senior ones, embrace correct political orientations, stands and viewpoints; whether they are politically discerning and sensitive; and whether they strictly observe political discipline. Therefore, we must earnestly implement Comrade Jiang Zemin's important speech in light of Tibet's reality after gaining a profound understanding of it...
Raidi pointed out: On 4th October, in accordance with the CCP Central Committee's plans, the regional party committee issued a "Circular on Earnestly Relaying, Studying, and Implementing the Guidelines of the Fifth Plenary Session of the 14th CCP Central Committee" to various prefectures and cities, and various departments under the direct administration of districts. Party organizations at all levels should organize efforts to relay and study the relevant documents in accordance with the requirements outlined in the circular. Leading cadres at all levels should take the lead in studying the documents and thoroughly and truly master their essence. While ensuring that they themselves study the documents well, they should relay, as quickly as possible, the guidelines of the plenary session to all party members in accordance with the regional party committee's unified plans, and carry out extensive and thoroughgoing activities aimed at studying the guidelines.
