The Haibei Zang [Tibetan] Autonomous Prefectural government and the propaganda department of the provincial party committee jointly held a news conference in Xining on 28th December to announce the formal establishment of Xihai town- a new town in the province. Xihai town is located in Ximinchuan grassland in Haiyan County of Haibei Zang Autonomous Prefecture. This area was once China's firs tnuclear weapons research base with railways and highways and is fully equipped with water supply and drainage as well as gas and heating supply facilities and with supporting facilities for production and living, having a good foundation for investment and development and prospects for development.

In line with the directives of the State Council and the provincial government, beginning from 1987, the Haibei Autonomous Prefecture has organized special work organs to plan for taking over and using this base and for the relocation of the prefectural government organs, and basically completed the task of relocating the autonomous prefectural-level organs by the end of 1993. Since the relocation of the autonomous prefectural government organs, Xihai town has achieved noticeable results in urban construction and the development of projects, renovated houses, roads, commercial centres, guesthouses as well as the water and power network systems, opened cable TV service, and built a number of educational, cultural and commercial facilities such as markets and cultural and sports activity centres, and noticeably improved the conditions for workers' study, work, and living.

Provincial party and government leaders, including Comrades Yao Xiangcheng, Doba, Huanjue Cenam, La Bingli, Bai Ma, Bainma Dandzinand Zhaci Anjia, and responsible comrades of various provincial and city relevant units and of various central, provincial and city press units attended the news conference.

At the news conference, Kebao, deputy secretary of the Haibei Autonomous Prefectural Party Committee and head of the prefecture,said: Haibei Autonomous Prefecture's fighting objectives during theNinth Five-Year Plan period are to increase the annual GNP by 10.5per cent, quadruple the average per capita GNP, and basically attain the level of moderate prosperity; and strive to increase the annual GNP by 12 per cent by the year 2010.

To realize these objectives, during the Ninth Five-Year Plan periodor even for a longer period of time, Haibei Autonomous Prefecture will give priority to developing six major pillar industries such as power, metallurgical, chemical industrial, processing, commercial andt ourist industries and strive to realize a coordinated economic and social development.
