BEIJING, 5th January: Xihai Town, formerly known as state-run Factory No 211, the place that produced China's first atomic bomb, became the capital of the Haibei Tibetan Autonomous Prefecture under the Qinghai Province on 29th December 1995.

Factory No 221 was China's first nuclear weapon development and manufacturing centre. The full range of superb and functional facilities used by the research professionals was left lying idle upon the site's closure. Seeing this is an excellent location with good soil, water and pastoral facilities free of nuclear contaminants, the Haibei Tibetan Autonomous Prefecture sought the State Council's approval to relocate its capital from a smaller town to the new site.
