Lately, the Dalai splittist clique has stepped up its splittist, infiltrative and rebellious instigative activities in Tibet. It has colluded with domestic forces and forces outside the country in rampantly carrying out reactionary propaganda in Tibet, especially in religious activities centres, disrupting the stability of Tibet's religious circles and religious activities centres.
On 4th April, the Tibet Regional Nationalities and Religious Affairs Committee held a discussion meeting of the people of Tibet's religious circles attended by persons in charge of the Tibet Regional Buddhism Association, the Lhasa City Buddhism Association, and the nationalities affairs management committees of seven temples in and around Lhasa.
At the meeting, persons in charge of the Tibet Regional Nationalities and Religious Affairs Committee first relayed the "Circular on Seizing and Confiscating Reactionary Propaganda Materials and Stepping Up Anti-Infiltrative Work in Religious Activities Centres", the "Circular on Conducting Patriotic Educational Activities in Religious Activities Centres in Tibet" and "Some Regulations on Centralized Management by Specialized Departments of Religious and Foreign-Related Activities and on the Authority To Review and Approve These Activities", which was issued by the Religious Affairs Bureau of the State Council.
These documents urged people of religious circles to resolutely fight back splittist elements' reactionary propaganda activities and to wage a tit-for-tat struggle. They urged people of religious circles, together with local public security departments, to immediately confiscate and thoroughly investigate reactionary propaganda materials (religious scriptures, pictures, audio and video products, and other things that contain materials for splitting the motherland, "Tibet independence" and other reactionary contents) in religious activities centres, and to severely punish those involved.
The documents said: We should strengthen religious affairs' management and the organization and building of nationalities affairs management committees of temples. Leadership of these committees must be firmly held by patriotic and devoted monks and nuns.
The hanging of the Dalai's portrait in temples should gradually be banned. We should convince and educate the large numbers of monks and ordinary religious believers that the Dalai is no longer a religious leader who can bring happiness to the masses, but a guilty person of the motherland and people.
We should step up efforts to conduct education on patriotism in religious activities centres, step up propaganda and education concerning the ownership of Tibet's sovereignty and Tibet's human rights situation, clearly explain the accord between patriotism and being law-abiding, and thoroughly eradicate the Dalai splittist forces' influences in all respects in order to bring long-term peace and stability to Tibet.
The "Some Regulations on Centralized Management by Specialized Departments of Religious and Foreign-Related Activities and on the Authority To Review and Approve These Activities" clearly stipulates: "Applications to leave the country from ordinary religious groups or individuals sponsored by religious work departments or religious organizations of provinces, autonomous religions or municipalities; or to enter the country by ordinary religious groups outside the country or by individuals at the invitation of the aforementioned departments or organizations, should be submitted for approval by a provincial, autonomous regional or municipal people's government, and should be submitted to the State Council's Religious Affairs Bureau for the record." These regulations will play a very important role in strengthening the management of religious and foreign-related activities in Tibet.
Also attending the meeting were Yongzhonggawa, vice-chairman of the Tibet Regional People's Congress Standing Committee and vice-president of the Tibet Buddhism Association; Duojizha Renzengqinmo Jiangbailuosang, vice-chairman of the Tibet Regional Committee of the Chinese People's Political Consultative Conference and vice-president of the Tibet Buddhism Association; Dezhu Jiangbaigesang, vice-president of the Tibet Buddhism Association; and excutive members of the Council of the Tibet Buddhism Association.
