GENEVA/COMMISSION ON HUMAN RIGHTS.
RESULT OF THE VOTE ON THE RESOLUTION ABOUT CHINA AND TIBET, EXPECTED FOR APRIL 23, IS VERY INSECURE.
FOR APRIL 22 AT NOON CET, DIALOGUE DEMONSTRATION WILL TAKE PLACE IN FRONT OF THE MINISTRIES OF FOREIGN AFFAIRS IN NUMEROUS EUROPEAN CAPITALS.
52nd session of UN Commission on Human Rights has begun in Geneva: the Transnational Radical Party and several other NGOs are lobbying to obtain a resolution on human rights in China. In this issue of "Freedom for Tibet" we take stock of the situation at the Commission's works, which will end on April 25.
The struggle to obtain from the international community a condemnation of the heavy situation in Tibet and China is expected to be very hard, and yet with some minimal chance to be successful. To this end we are planning to organize dialogue demonstrations in front of the Ministries of Foreign Affairs of the highest possible number of European capitals, especially those of EU Member States, asking the Ministers the support of their respective countries' delegations to the Commission to any form of investigation and/or condemnation of the human rights situation in Tibet and China, instead to sell off the principles of liberty and democracy offering them up on the altar of reckless commercial policies.
That day could represent a further opportunity of common action among those committed to the struggle for democracy in China and, especially, to that for the freedom of Tibet.

UN/COMMISSION ON HUMAN RIGHTS/GOALS
52nd session of Commission on Human Rights opened in Geneva, the end of its works scheduled for April 25. For the first time after being recognized 9 months ago as a non-governmental organization with consultative status with the UN (Category 1), the Radical Party participates with a wide delegation to the Commission's works. The main issue the Radical Party is engaged in organizing a hard battle within the Commission regards a resolution about human rights in China and Tibet. Radical delegation intervened over the question of religious expression liberties, with particular regard to the situation of the Eleventh Panchen Lama abducted by Chinese authorities, and over the increasing use of capital punishment whereas religious intolerance is carried out by governmental authorities. RP delegation intervened also on the question of torture and cruel treatment of people detained in prisons, as well as the question of massive transfer of Chinese population in Tibet, calling upon the Commission's members so that th
e resolution give to a Special Rapporteur the power to investigate in loco. Other interventions by the RP delegation were connected to the issues of: the serious situation in Kosova; the proposal of a global moratorium of capital executions; and the rights of PWA.

EUROPEAN UNION/COMMISSION ON HUMAN RIGHTS
On March 30 Italian news agency ANSA reported that the European Union, together with the United States of America, will submit to the UN Commission on Human Rights in Geneva a joint statement in order to ask China to improve its poor human rights record before the next year. This news was announced by Italian Minister for Foreign Affairs Susanna Agnelli, who is currently Chairman of EU Council of Ministers. Diplomatic sources confirmed that the statement will be presented on April 16.

APPEAL TO BOUTROS GHALI TO RECEIVE THE DALAI LAMA
During the past two weeks 55 more parliamentarians from 5 countries undersigned the appeal. We are at "minus 1,607" signatures to achieve 2,000 parliamentarians' adhesions by May 15. It is important to highlight that for the first time we've got signatures on this appeal from the parliament of Moldavia and, thanks to Chope Paljor Tsering, representative of HH the Dalai Lama in Budapest, also from the parliaments of Estonia and Lithuania. Furthermore, the Chairman of "Tibet Support Group-Ireland" Neil Steedman wrote a letter to nine Irish MEPs asking them to join the initiative.

CAMPAIGN FOR THE RELEASE OF THE PANCHEN LAMA
132 more postcards in the past 8 days is the increase of the international campaign addressed to PRC President Zemin for the release of the Eleventh Panchen Lama, recognized by the Dalai Lama and currently being kept in custody by the Chinese authorities. In Budapest, local TSG and the Radical Party are organizing information booths in the streets to distribute the postcards and other documents on the Panchen Lama case and the situation in Tibet.

GENEVA/MEETING BETWEEN RADICAL PARTY AND TIBETAN GOVERNMENT
During the session of the Commission on Human Rights in Geneva, several meetings between the Radical Party and the Tibetan government-in-exile were held in order to take stock of the situation of the campaigns currently underway for the Panchen Lama release, on the appeal for UN Secretary General to receive as soon as possible the Dalai Lama, and other initiatives for the freedom of Tibet. For the Tibetan government, Minister of Foreign Affairs Tashi Wangdi, Secretary of Foreign Relations Department Tempa Tsering, HH the Dalai Lama representatives in Geneva and London, Chungdak D Koren and Kesang Y Takla repectevely, and HH special emissary Lodi Gyary were present, while on the side of the Radical Party the General Secretary Olivier Dupuis, UN representative Marino Busdachin, and Member of General Council Marina Sikora were attending the meetings.
