The 10th Regional Public Security conference was held in Lhasa on
March 18-21 1996. The conference reviewed the successes of the
past five years and discussed future directions in public
security for the next five years.
Zi Cheng, member of the Standing Committee of the Regional Party
Committee and Director of the Regional Public Security Department
delivered an important speech at the conference entitled,
"Maintain Political and Social Stability in Order to Provide an
Effective Guarantee for the Smooth Implementation of the Ninth
Five-Year Plan". In His speech Zi Cheng concluded that public
security had been successful in defeating the "separatists" and
further stated that:
" as a result we ensured the smooth implementation of the eighth
five-year plan for economic and social development: successfully
performed our security and guard duties for such important events
as celebrations for the 40th anniversary of the peaceful
liberation of Tibet, a ceremony for the completion of the
renovation of the Potala Palace, the 30th anniversary of the
founding of the autonomous regions and the Panchen Lama's 11th
reincarnation". ("Xizang Ribao", Lhasa, in Chinese 20 March 1996

On the main objectives of the next five years Zi Cheng went on to
say that:
"The region's general objectives in public security in the next
five years are to resolutely deal with disturbances and trouble-
making and incidents of sabotage"..."To give separatists no
opportunity".
Zi Cheng stressed that in the coming five years a vigorous
struggle must be made against separatism and that every possible
effort must be made to maintain political and social stability.
Addressing the Conference, Deputy Party Secretary, Pasang said
that by carrying out an "in-depth struggle against separatism, we
have defeated sabotage activities by the Dalai clique and the
hostile forces at home and abroad"; but there was no reason to be
"unrealistically optimistic", however, because "as a faithful
instrument of the anti-China forces, the Dalai clique has
intensified further its sabotage and separatist activities in
recent years".
