GERMANY HOPES TO RESUME NORMAL RELATIONS WITH CHINA (XINHUA)
Published by World Tibet Network News - Thursday, September 19, 1996

XINHUA is the official news agency of the People's Republic of China

BONN (Sept. 18) XINHUA - The German government will not change its principled stand of always adhering to its "one-China" policy and non-interference in China's internal affairs, Foreign Minister Klaus Kinkel said.

Kinkel said he hopes to maintain good relations with China in the political, economic and cultural fields so that bilateral relations will be back normal on track.

He made the statements in an exclusive interview with the German weekly Wirtschaftswoche recently.

Kinkel held out hope that his scheduled meeting with Chinese Foreign Minister Qian Qichen in New York next week will clear up "the existing misunderstandings" between the two countries.

Never in the past has a German government wavered on the "One-China" policy, he said, adding the current cabinet will persist in the same policy.

He also said Germany does not support any effort aiming to separate Tibet from mainland China.

The foreign minister pointed out that there have been no conflicts between Germany and China, either historical or geopolitical. Both sides favor the forming of a world structure of multi-polarization in a peaceful way.

He said the economies of the two countries can be mutually complementary, hoping that his talks with the Chinese foreign minister will be conducted with a forward-looking attitude.

Kinkel stressed that Germany should not impose what Germans understand about human rights on others. China with one-fifth of the world population naturally must first of all meet the people's basic needs. Therefore China should be praised for doing things in ways sometimes different from others.

On bilateral economic relations, Kinkel pointed out that good economic relations will be beneficial to both countries.
