Published by World Tibet Network News - Saturday, September 21, 1996On 16 September 1996, during the second session of the 12th Assembly of the Tibetan People's Deputies, (APTD) the Tibetan parliament in exile, passed a eight-point resolution, which send greetings to the parliamentarians around the world gathered in Beijing.
The resolution called for the inclusion of the ATPD in the IPU, respect for human rights in Tibet, the release of the real Panchen Lama, the immediate cessation of China's ongoing population transfer policy in Tibet and an end to the current "Strike Hard" campaign in Tibet.
This is the 96th Inter-Parliamentary Union conference and is hosted by China. It opened on 16 September and will conclude on 21 September. The Chinese President Jiang Zemin himself addressed the opening session of the IPU.
INTRODUCTION
As the 96th Interparliamentary Conference gets underway in Beijing, a large number of parliamentarians, politicians, religious organizations and human rights activists are supporting the cause of Tibet, having understood the true situation in Tibet.During the Fourth World Conference on Women in Beijing, last year, the outrageous action of the Chinese authorities against the Tibetan women became became more and more well-known with each passing day, and this prompted the delegates to courageously support the cause of the Tibetan people.
RESOLUTION
The Second Session of the Twelfth Assembly of Tibetan People's Deputies extends (on behalf of the people of Tibet, both in and outside Tibet) its respect and greetings to the 96th Interparliamentary Conference.
THE ASSEMBLY CALLS FOR -
1. the inclusion of the representatives of the Assembly of Tibetan People's Deputies in the Interparliamentary Union;
2. respect for human rights in Tibet;
3. immediate commencement of negotiations without preconditions between the Tibetans and the Chinese government in order to find a peaceful solution to the problem of Tibet;
4. immediate release of the child recognized as the PanchenLama's reincarnation by His Holiness the Dalai Lama;
5. immediate cessation of the manufacture, testing andstationing of nuclear weapons, deforestation, etc. in Tibet;
6. cessation of practices to boost production that imposes new and deceptive livelihood patterns on the traditional life of Tibetan farmers and nomads;
7. immediate cessation of the "Strike Hard" campaign of repression unleashed this year in Tibet;
8. immediate cessation of the large-scale transfer of Chinese population into Tibet.
