The XIIth Assembly of Tibetan People's Deputies is presently in session, for your kind information, I am sending herewith a resolution passed on September 16, 1996 by the Assembly.

Also, please find herewith letter from Nirmala Deshpande, President of Akhil Bharat Rachanatmak Samaj forwarded to Mr. Tempa at DIIR and a letter addressed to all the Ambassadors at New Delhi. For your kind information, find herewith Draft Memorandum also. Mr. Oliver Dupuis of Transnational Radical Party will lead and observe the day on 2nd October. And please inform us about whatever you might be doing on that day.

1. Resolution passed by the Twelfth Assembly of Tibetan People's Deputies on Sept 16, 1995.

The second Session of the Twelfth Assembly of the Tibetan People's Deputies extends its respect and greetings to the 96th Interparliamentary Conference in Beijing.

The Assembly calls for-

1. the inclusion of the representatives of the Assembly of Tibetan People's Deputies in the Interparliamentary Conference;

2. respect for human rights in Tibet;

3. immediate commencement of negotiations without preconditions between the Tibetans and the Chinese Government in order to find a peaceful solution to the problem of Tibet;

4. immediate release of the child recognised as the Panchen Lama's reincarnation by His Holiness the Dalai Lama;

5. immediate cessation of the manufacture, testing and stationing of nuclear weapons, dumping of nuclear wastes, exploitation of mineral resource, deforestation etc in Tibet;

6. cessation of practices to boost production that imposes new and deceptive livelihood patterns on the traditional life of Tibetan farmers and nomads;

7. immediate cessation of the "Strike Hard" campaign of repression unleashed this year in Tibet;

8. immediate cessation of the large-scale transfer of Chinese population into Tibet;

2. Letter to Mr. Tempa Tsering by Mr. Nirmala Deshpande,

September 21, 1996

Dear Tempa,

Received your fax along with the information of the friends from Europe. As desired I am sending a copy of:

1. Letter to the heads of Diplomatic Missions in Delhi.

2. My letter to eminent persons to join the 2nd October programme.

3. Press release and circular re: our programme on 2nd October, which is as follows:

Groups of 11 members each will reach at all the 120 Missions

of various countries in Delhi simultaneously at 11 A.M. to

submit a memorandum . This will be preceded by prayer and

meditations.

After submitting the memorandum, we will gather at one place

before dispersing.

5. Draft of memorandum (for kind attention of prof. S. Rinpoche)

You will be happy to know that we are getting extremely good

response from all sections of society from all parts of India.

Our friends of Akhil Bharat Rachanatmak Samaj have sent

information as per my instructions, that a group of ten from

far off States will reach New Delhi on 1st October to join us

in this programme. Friends from Delhi and surrounding areas

will join us on 2nd October morning.

I shall be thankful if you pass on the relevant information to our friends in Europe.

a) Letter to All the Ambassadors in New Delhi by Mr. Nirmala Deshpande!

Your excellency,

Akhil Bharat Rachanatmak Samaj- a voluntary organisation committed to peace and non-violence and hence a supporter of the non-violent struggle of Tibet under the leadership of His Holiness the Dalai Lama, has planned a programme of presenting a memorandum; an appeal to the peoples and governments of the world on 2nd October 96 - Mahatma Gandhi's Birth Day at 11 A.M. at all the embassies in New Delhi.

A small delegation consisting of intellectuals, academicians, social workers etc will visit your embassy at 11 A.M. on 2nd October to submit the memorandum.

You are requested to kindly make it convenient to spare a few minutes from your very busy schedule to receive the delegation. In case of other pressing engagements, kindly depute your Representative to receive the delegation and oblige.

b) Memorandum

To

The Ambassador______________________

New Delhi, INDIA

Your excellency.

We are believers in non-violence and engaged in establishment of peace and justice through constructive ways. We believe that humanity has no future unless there is harmony between different sections society and different peoples of the world. On the basis of liberty, equality, fraternity and respect for human dignity. Therefore, we also render moral support to all peaceful and non-violent struggles against injustice and oppression in various parts of the world. The struggle of the Tibetan people under the leadership of His Holiness the Dalai Lama against the present Chinese occupation is one of the unique and remarkably peaceful and non-violent of struggles of our times. To strengthen the forces of non-violence, it is imperative see that the movement for the well being of Tibetans as well as the Chinese people against oppressive rule does succeed. Today is second October, the birthday of the great apostle of love and non-violence, Mahatma Gandhi. We have chosen this day to organise a non-violent i

nitiative to awaken global opinion to persuade the present rulers of China to see reasons. Therefore, we are presenting a memorandum today simultaneously to all the governments through their Honourable representatives in New Delhi for immediate attention in the context of the Tibet issue.

The Dalai Lama, in an appeal to the world community on 10 March, 1996 had said:

"Based in my belief in non-violence and in dialogue, I have consistently tried to engage the Chinese government in various negotiations concerning the future of the Tibetan people, in order to find a mutually acceptable solution, I have adopted a middle-way approach. This is also in response to and within the frame work of Mr. Deng Xeopang's stated assurance that anything except independence can be discussed and resolved. Unfortunately, the Chinese government's response to my many overtures has been consistently negative. But I remain confident that his successors will realise the wisdom of solving the problem of Tibet through dialogue."

According to the Dalai Lama: "In recent years we have also witnessed the growth of a world-wide grass-roots movement in support of our non-violent struggle for freedom. Reflecting this, many governments and parliaments have come forward with strong expressions of concern and support for our efforts. Notwithstanding the immediate negative reactions of the Chinese regime, I strongly believe that such expressions of international support are essential. They are vital in communicating a sense of urgency to the minds of leadership in Beijing and in helping persuade them to negotiate." Therefore, our delegation on behalf of millions of followers of Mahatma Gandhi and believes in non-violence urges your government:

1. To take initiative for a dialogue between the Dalai Lama and the Chinese authorities, for an amicable solution

2. To use your good offices for immediate and unconditional release from the Chinese custody of the world's youngest political prisoner, Gedun Choekyi Nyima (The Panchen Lama) and his parents.

3. To restore the right of the Tibetan to protect their religious, cultural and spiritual way of life.

4. To respect human rights, to save the environment and stop the population transfer forthwith.

5. To discontinue the dumping of toxic and nuclear waste and to remove the establishment of nuclear missiles in Tibet.
