OFFICIAL "SURPRISED" TO BE TOLD DALAI LAMA WILL VISIT (CNA)

Taipei, 9th October: An official with the Mongolian and Tibetan Affairs Commission said Wednesday [9th October] that he was " surprised" to learn of reports that the Dalai Lama, Tibet's exiled spiritual leader, will visit the Republic of China [ROC] next month.

The official said that he was not sure about the credibility of the reports. As of Wednesday, he said the commission had not received any word of the visit from the Presidential Office.

He said he doubted the Presidential Office would circumvent related government agencies and arrange the visit of the Dalai Lama directly with the private sector.

On reports that Master Ching Hsin, chairman of the Chinese Buddhist Association, will come forward to invite the Dalai Lama to visit Taiwan, the official said that it was earlier reported that the Dalai Lama was to meet with Master Ching Hsin while they were both in Australia last month. But the official said he didn't know if Master Ching Hsin had spoken of the meeting to President Li Teng-hui after he returned to Taiwan.

The official said that the Dalai Lama is a world-renowned fighter for democracy, the Tibetan spiritual leader and a compatriot, so of course the government welcomes him to Taiwan.

But there are many issues involved in arranging the Dalai Lama's visit, including his reception and personal safety, that require further discussion among related government agencies, he said.

It is understood that Tibet's exiled government hopes to establish a cultural exchange office in Taiwan before the Dalai Lama's visit. The exiled government also prefers to communicate directly with the Ministry of Foreign Affairs, instead of talking through the Mongolian and Tibetan Affairs Commission. Peter Cheng, spokesman for the Ministry of Foreign Affairs, said only that if the Dalai Lama comes here, he will come as Tibet's spiritual leader, and will not be accorded the treatment of a foreign leader.
