Lhasa, 31st October: Party, government and military organizations in the Tibet Autonomous Region have closely integrated the education in national defence with the actual situation in Tibet, always placed the education in national defence on an important position and comprehensively intensified education in national defence since the launch of the Ninth Five-Year Plan.
They persist in diversifying ways of education. Integrating the education in national defence with education for the people, education in the legal system, education in the current situation and war preparedness, education in revolutionary traditions and training of the militia; they have conducted, among the broad masses of cadres and people, education in national defence with patriotism as the core, so that cadres and people will firmly foster the ideas of "being vigilant in peacetime" and "insecurity without the army". They have widely publicized the "Military Service Law" and other laws and regulations concerning mobilization for national defence, to enhance the people's awareness of legislation on national defence. They have raised the quality of militia through training, so that they will maintain high morale and a courageous and fearless spirit.
They make sure that the contents of the education are pertinent. In view of the reality that the struggle for border defence in Tibet is an arduous task, they have conducted education in border situations to establish the concepts of war preparedness and national defence. In view of the Dalai clique's criminal activities of splitting the motherland, they have conducted education about society and the history of Tibet, fought splittism and turmoil in a clear-cut way, and consciously safeguarded the unification of the motherland and national unity. In view of the Western anti-Chinese forces' plot of infiltration in the guise of "human rights", they have conducted education in the comparison of new and old societies so as to inspire people's enthusiasm for loving the party and country, as well as for supporting socialism and to foster the consciousness of being the masters.
They make sure that the education is accessible to all. First of all, they have strengthened the education to armymen on active service and militiamen, so that the concept of national defence will become sacred professional ethics for armymen and militiamen. In the meantime, they have stressed the education to leading cadres of party and government organizations at various levels and social groups, so that there will be a reliable guarantee for mobilization for national defence. They have attached importance to the education to the youth, particularly those in school, so that they will foster a strong concept of national defence and understand their duty in the future from childhood. Ordinary people are taught the idea of "insecurity without the army", so that they will not forget their obligation to national defence once they become rich, and they will show concern and support for national defence construction in a conscious manner.
They establish a network of specialized units within the educational organization. To conduct education in national defence in a planned and organized way and make the work pass the acceptance test, they have established and improved committees for education in national defence at various levels and made all levels and departments participate in work promotion. Party and government departments have strengthened overall leadership and management and made sure the education in national defence has its ground, system and funds. The departments of mobilization for national defence have coordinated with various departments and trades to form a joint force for the education in national defence. Various social groups have given play to their own advantages and have done their utmost to enhance people's concept of national defence via various channels. Schools have made a practice of having students receive military training and education in national defence.
