Published by World Tibet Network News - Wednesday, December 18, 1996According to our sources, on 29 or 30 November 1996 the Chinese authorities stopped issuing travel permits to Tibetans wishing to visit India. This restriction on movement comes at a time when the Kalachakra initiation to be bestowed by His Holiness the Dalai Lama is about to begin in Salugara, in north east India. The Chinese authorities in Lhasa claim that they are obeying orders from Beijing.
