At a meeting for cadres at and above [words indistinct] level from across Tibet and Lhasa City held on 27th December, the autonomous regional party committee and government issued a circular on yet another counterrevolutionary bombing staged by the Dalai clique in Lhasa City at 0136 on 25th December [1736 gmt 24th December].

The circular states: The bombing of the main door to the Lhasa City Chengguan District government Office in the wee hours of 25th December was an organized, planned and targeted counterrevolutionary bombing incident staged by the Dalai clique. It was a serious counterrevolutionary political incident and an appalling act of terrorism. All countries and ethnic groups across the world oppose acts of terrorism. The act of terrorism staged by the Dalai clique is opposed by the people of Lhasa City, as well as by people all over the world.

The circular urges: People of various nationalities in Tibet should hold high the banner of patriotism, of safeguarding the motherland's unity and of opposing splittism. Under the leadership of the autonomous regional party committee and government, they should work hard and resolutely foil the Dalai clique's reactionary schemes so as to successfully fulfil Tibet's Ninth Five-Year Plan and Long- Term Targets Through 2010.

Attending the meeting were regional leaders Danzim, Zi Cheng, Gyamco and Luosang Toinzhub. Speaking at the meeting, Gyamco, executive vice-chairman of the autonomous regional government, said: At present, Tibet's social and economic conditions are good. Economic targets that have been fulfilled are markedly higher than those of 1995. Unwilling to accept its failure, the Dalai clique organized and staged another counterrevolutionary bombing in Lhasa City. It fully demonstrates that the Dalai clique has cast off its previously so-called peaceful disguise to openly oppose the people of Tibet and has reached a point when it puts up a last-ditch struggle. Gyamco said: We should wage a tit-for-tat struggle against the Dalai clique's sabotage. We should, once again, stage another campaign across Tibet to thoroughly expose and criticize the Dalai clique; heighten our alertness; and strengthen preventive measures so as to keep the situation stable.
