TIBET CRACKS DOWN ON "SPLITTIST ACTIVITIES" BY UNDERGROUND ORGANIZATIONS

The more stable social and political situation in the first year of the period of the Ninth Five-Year Plan has created a favourable external environment for Tibet to set off to a good start. The sabotage of the Dalai and his splittist clique has been the biggest obstacle to stability in Tibet. In view of this, the whole of Tibet has been mobilized and various effective measures have been taken since the beginning of the year to expose and criticize the Dalai and to wage a tit-for-tat struggle against splittism.

By comparing new and old societies and by other methods, the broad masses of cadres and people have not only stripped off the Dalai's mask, but have also recognized his reactionary political nature and his religious hypocrisy. Some people removed the Dalai's portrait from their homes on their own initiative as a move to make a clean break with the Dalai clique. Meanwhile, the public security department strengthened its efforts in the crackdown and dealt a hard blow at the Dalai clique's splittist activities by solving many cases in which the splittists had participated, cracking down on some underground reactionary organizations and seizing some reactionary propaganda material. Monasteries are the strongholds where the Dalai clique promotes its sabotage and splittist activities.

Tibet has intensified the work on monasteries in recent years. In addition to strengthening education in patriotism and establishing normal order in monasteries across Tibet, three task forces have been sent to the Ganden Monastery, the Sera Monastery and the Drepung Monastery [three main monasteries of the Dalai Lama's Gyelug tradition of Buddhism] to publicize the party's principles and policies widely and to organize the study of legal knowledge, the party's policy towards religion, the history of Tibet and material opposing national separatism by monks in light of the actual situation at each monastery. Having come to realize how the Dalai has deceived them, the great majority of monks are now bold and assured in their opposition to splittism and their criticism of the Dalai. They maintain that the Dalai's sabotage and splittist activities in the name of religion are not only illegal, but also a betrayal of Buddhism. They express the desire to turn monasteries into places of real calm, as defined by reli

gious doctrine.

These measures have effectively ensured stability in Tibet and, in the meantime, have guided religion to fit socialist society. As the inscription on the banner presented to the autonomous regional task force by monks of Drepung Monastery read: Patriotic education has warmed the hearts of the monks; the beneficence of saving the monastery and monks will last for one thousand years!

While firmly struggling against splittists, Tibet has further intensified work on the comprehensive management of public security. Following the principles of mass precaution and management, equal stress on crackdown and prevention, and taking both stoppage and radical measures while focusing on the latter, a leadership responsibility system, in which leaders in charge of the work will shoulder responsibility, has been further implemented. Documents stating the targets of the comprehensive management of public security were also signed with leaders at various levels to ensure the implementation of measures by responsible leaders. In light of the state's unified arrangement, since May, Tibet has launched a planned, systematic, powerful, and fruitful strike-hard struggle across the region. It has emphatically cracked down on crimes such as homicide, robbery, serious injury, explosion, rape and hooliganism, particular armed crimes and crimes by criminal syndicates, as well as smuggling, drug trafficking, abduct

ion and the selling of children and women, theft, and prostitution.

The strike-hard struggle has drawn serious attention from government, party, and military leaders at various levels, mobilized all political and legal officers as well as public security police, and won the active coordination of the broad masses of people. As a result, a large number of major and serious cases that are vile and have a very bad impact on the society have been resolved, a group of criminals guilty of the most heinous crimes have been caught, and some criminal gangs have been destroyed. In the meantime, video games parlors, which were greatly resented by the people, were closed down and the cultural, entertainment, and catering businesses have been rectified. It can be said that the strike-hard struggle has brought about momentum and authority, fundamentally improved the public security, and further stabilized the region.

Following the three major strike-hard campaigns, political and legal officers and public security police are now actively engaged in the winter campaign to consolidate their achievements and score more successes. People's Liberation Army and armed police personnel stationed in Tibet have also carried forward the glorious tradition of people's soldiers and have made outstanding contributions to safeguarding the border, stabilizing the situation and supporting local construction. People's soldiers, who are particularly able to bear hardship, endure and fight are visible in the forward position of the anti-splittist struggle or in the ranks of helping the people shake off poverty. They have established harmonious and close ties, like an unbreakable great wall of steel, with the Tibetan people.

Under the leadership of the autonomous regional party committee and government, people of various nationalities in Tibet have firmly concentrated on the basic importance of stability, targeted at the root of the problems, and vigorously resolved these problems in the passing year of 1996. With this stable social and political situation, they were able to guarantee sustained, rapid and healthy economic development, as well as live and work in peace and contentment.
