Dear TSGs:

I thought you may like to know something about the meeting that is going on in Dharamsala since January 20.

The Kashag had convened a three-day meeting of the Tibetan leadership in exile, including settlement officers, heads of NGOs, Representatives of Offices of Tibet, CTA staff members, etc, to discuss different options for the Tibetan struggle.

Over 250 delegates from 69 regions are attending the workshop/seminar/debate/discussion group. The Kashag had requested specific individuals to prepare presentations on different topics. Thus, the following individuals made presentations (they were all personal opinions and did not reflect their official position, I am told):

1. Prof. S. Rinpoche on Satyagraha (Truth-Insistence)

2. Kasur Lodi G. Gyari on Middle Way Approach

3. Kelsang Gyaltsen (Secretary to H.H.the Dalai Lama) on Middle Way Approach

4. Karma Yeshi (TYC Vice President) on Independence

5. Lhasang Tsering (Amnye Machen) on Independence

6. Kalon Tashi Wangdi on Self-determination

7. Dr. Dawa Norbu on Self-determination

As the meeting is going on today, I may have missed some of the other speakers. The whole exercise has been done to prepare the Tibetan people in the eventuality of a referendum.
