Text of report by Chinese provincial newspaper `Qinghai Ribao'

The [Qinghai] provincial security work conference, which was held on 10th-11th January, made public security work arrangements. Governor Tian Chengping gave an important speech at the conference. Feng Mingang and La Bingli delivered a work report and summed up the conference respectively. Li Tianrong, Li Mingjin, Huanjuecailang, Cai Dan, Han Yingxuan, Ma Yougong and Liu Xiao attended the conference.

The conference pointed out: 1997 is an important year in China's history.

Thus, making good arrangements for and achieving 1997's security work is of particularly important significance. This year's security work tasks generally include the following: Proceed from actual conditions to implement the guidelines of the fifth and sixth plenary sessions of the 14th party Central Committee, the national public security work conference, and the fifth plenary session of the eighth provincial party committee; make maintaining social stability the primary task; grasp work priorities; tackle major difficulties; resolutely punish serious criminal offenders, serious economic criminals and various unlawful activities; intensify the basic work regarding the overall improvement of the public order; pay attention to improving the public order at the grass roots; firmly attend to building the security cadres contingents; pay attention to improving work methods; and contribute to promoting the coordinate development of the two civilizations.

The conference urged: Public security departments should consider the overall situation and go all out to maintain social stability. We should focus our efforts on attacking the Dalai group's splittism, infiltration and destructive activities, and we should comprehensively wage a struggle against splittism and infiltration. Public security organs should give full scope to their functions; actively assist departments in charge of the work towards nationalities and religions and United Front work departments; achieve religious work; accurately understand and analyse the contradictions within the people in this new age; and appropriately deal with emergencies. According to actual conditions, we should solidly achieve an overall improvement in the social order, concentrate on struggling against narcotics, launch activities against local and departmental protectionism, wage a struggle against the illegal manufacture of and trafficking in firearms, and do a good job in investigating and managing the floating popul

ation. It is necessary to vigorously strengthen the building of the spiritual civilization. We should focus on sternly dealing blows to economic crimes, such as corruption and bribery, and greatly promote progress in the struggle against corruption. We should focus on wiping out pornography and dealing blows to unlawful publication, and should strictly ban the manufacture and spread of cultural garages. We should focus on enforcing the third five-year plan for popularizing general knowledge of the law, and should accelerate the pace of administering provincial affairs according to the law. We should centre on creating and setting up safe and civilized small areas, and promote the implementation of various measures to comprehensively improve the public order. The public security front should focus on strengthening education on professional ethics and on strengthening the building of a spiritual civilization.

The conference pointed out: To fulfil the arduous tasks and realistically improve work efficiency, the public security front must work directly under the absolute leadership of the party. At the same time, the party should vigorously strengthen and improve its leadership over security work. Security departments at all levels should achieve the building of their leading bodies, straighten out and purify their workers' contingents by guaranteeing the quality of new workers and removing incompetent ones from their posts and conscientiously and realistically give preferential treatment to the police.
