CHINA ACCUSES DALAI LAMA OF BEING INSINCERE OVER TALKS

BEIJING, April 18 (AFP) - China on Friday blamed the Tibetan spiritual leader, the Dalai Lama, for ending talks and accused him of being insincere by not renouncing independence.

The official Xinhua news agency, in an editorial, said the Dalai Lama's stand on negotiations with Beijing fluctuated with the international situation.

It said he had always set unacceptable conditions, such as during the late 1980s when he had proposed discussions in the name of the Tibetan government in exile.

"The essence of the Dalai Lama's position was the denial of the fact that Tibet is a part of Chinese territory and that the Chinese government has full sovereignty over Tibet," Xinhua said.

It recalled that a "private representative" of the Dalai Lama met Chinese authorities in 1992 and 1993 but the commentary accused the representative of breaking a promise by later revealing details on the talks. It said he also "wantonly distorted the contents in an attempt to mislead the public."

The Dalai Lama "should be held entirely responsible for the suspension of the negociations and fruitlessness in the two-sides contacts over the past ten-plus years, because he has not abandoned his stand to seek 'Tibetan independence' and or stopped his political activities to split the motherland," Xinhua said.

The Chinese government was ready to negotiate with him and has welcomed him to end his exile, "provided that he completely abandons his notion of 'Tibetan independence'," it said.

The 1989 Nobel Peace Prize winner has lived in India since fleeing Tibet in 1959 following the brutal suppression of an anti-Chinese revolt.

Xinhua said his call for negotiations lacked sincerity when he says he would be satisfied with autonomy for Tibet, renouncing independence.

The Dalai Lama said during a visit to Spain on Sunday: "I am not demanding Tibetan independence. I am asking for autonomy because it would be beneficial to be part of a large nation."

But Xinhua ridiculed the statement, saying, "the "autonomy" the Dalai Lama asks for can only be the rule by him and other former serf owners, who folowed him into exile."
