Urumqi, 7 May (Xinhua) -- Urumqi recently held a meeting of cadres at
and above county and departmental levels of the city to make open cases
that 16 leading cadres with party membership at county and departmental
levels violated discipline. The meeting aroused very strong response
among local cadres and masses.
Over the last few years, Urumqi has continued to step up efforts to
improve party and government work style. While cracking down on
discipline-violation activities and punishing those involved, it has
paid attention to improving education and management. It has tried
and concluded several major and important cases that have significant
social impact. In 1993, 1994, 1995, and 1996, Urumqi respectively
punished seven, eight, 14, and 19 leading cadres at county and
departmental levels.
To enhance the large numbers of cadres' self-consciousness of honestly
performing official duties and to continue to deepen the work on
improving party and government work style, the Urumqi CPC Committee
decided to make public typical cases involving discipline violation by
16 leading cadres with party membership at county and departmental
levels.
Of the 16, 10 had been with the party for more than 20 years. Some were
veteran cadres who had received party education for more than 40 years
and some were young cadres who were recently promoted to leading
posts.
In the new situation of reform, opening up, and building a socialist
market economy, these cadres became slack in reforming their subjective
world and committed mistakes to varying degrees. The cases involved
corruption, bribery, embezzlement, serious violation of financial and
economic discipline and financial law and regulations, dining and
wining using public funds, and negligence and dereliction of duty.
Some of the cases constituted a crime and so those involved were handed
over to judicial organs for punishment according to law. Guo Baolai,
former secretary of the party committee and general manager of the
Urumqi City Petroleum and Coal Company, used his authority to accept
85,000 yuan in bribes. He was expelled from the party and sentenced to
eight years in prison by a judicial organ.
