LEGAL BREAKTHROUGH ON TIBET

To All Tibet Supporters:

This TSG list was originally established to help fascilitate a networking collaborative of serious Tibet supporters who were willing to synchronize their dedicated efforts to achieve a result.

Only on March 10th of every year do we see a collective focus, and we witness the effective result. Are you ready to recognize another opportunity?

There has been a serious legal breakthrough regarding the international legal status of Tibet, it is documented in the United Nations, and has been lost over time. Are you ready to defend it? We now have it in hand.

Many serious opportunities for collective action pass these TSG email pages, many are acknowledged, but allowed to be pursued by whomever initiated, no collective action.

The TSG potential that rises on March 10th, like a laser beam, falls into a sea of light bulbs that fascilitate independent agendas. We become a social hot-tub of effort.

This breakthrough is serious, but to thunderize the world with it's power... all of you are needed to rise to the call. Are you ready?

What has motivated the release of this information to you at this time, is the account of the Tibetan Monk in Dartmouth who tried to explain his horror, and the horror that continues in Tibet. The Chinese students who called him a liar...we have all been trying to stop this torture. We now have a chance to open the international door of authority, but it will take all of us, together, to open it.

The evidence is this:

The issue of Tibet and China has been kept from international resolve because it is claimed to be "an internal affair of China". As "an internal affair" under the obligations of the United Nations Charter, other United Nation Members are in a "hands off" position. All Foreign Policy, acknowledging Tibet as part of China, has been based in the assumption that Tibet is an "internal affair of China"

The limited avenue of trying to address atrocities has been through the Human Rights Forum. Limited effect, virtually none.

How can this seemingly impossible situation be changed? The root of the problem rests in the international categorization; "internal affair". How to crack this very tough egg?

After 3 years of intensive research conducted at the International Court of Justice Library at The Hague, The United Nations Peace Palace Archives in Geneva, and The United Nations Archives in New York.... answers have been found.

The issue of Tibet and China is not "an internal affair of China", because it has been considered by the United Nations as a "Dispute" since 1950, and officially filed as a "Dispute" since 1959. As a "Dispute", any "Party to the Dispute", in this case Tibet and China, are both obligated not to vote or veto on any issue concerning the dispute". This is obliged by the United Nations Charter, Chapter V, The Security Council, Article 27, paragraph 3.. in decisions under Chapter IV (Pacific Settlement of Disputes), under paragraph 3 of Article 52 (Regional Arrangements) "A party to a dispute shall abstain from voting".

Now we all know that since the PRC took the United Nations Chair for China they have voted against all issues concerning Tibet. They have done so in direct violation of their obligations under the U.N. Charter, and the U.N. Community have allowed this to proceed. This is because of ignorance to the legal categorization of the Tibetan issue. We can venture that even the PRC are unaware of these legalities, as much as all the other U.N. Members.

The Tibet/China Dispute remains in postponement. It is yet to be resolved. It remains an international responsibility. What you must all understand is that

this evidence has been buried. We must be very precise in the handling of these facts. They are currently under consideration by United Nations Authority.

What needs to happen now is a complete organization and prioritization of the TSG family to enlist a group from each of your areas who are going to take this priority and work it through your political realms.

What I have shared with you is only 1 item that has been uncovered by the research, there are many more significant findings that will support, beyond a shadow of a doubt, this initiative of clarifying the international

categorization of the Tibetan crisis. Thus re-activating the legal authority into international hands, and not the "internal hands", as has been the false assumption.

Keep cool heads. Let's prepare this well, like our March 10th, and set the domino's to fall, one by one. Thunderize the world with our ability to reveal the truth and the power behind it.

The report is ready for you. Reply with your team, your contact coordinates, and your resolve to move this through.

This work has been authorized by the Tibetan Govt and His Holiness. Reference letters are in the report.

Share the Peace and Move the Mountain,

Claudia
