ZHANG FUSEN APPOINTED BEIJING DEPUTY SECRETARY

"Zhang Fusen Transferred back to Beijing from Xinjiang"

Beijing, 25 August--Zhang Quanjing, CPC Central Committee Organization Department director, today announced at a Beijing cadres meeting: Zhang Fusen has been appointed Beijing Municipal CPC Committee deputy secretary. As he is listed immediately after Jia Qinglin, Beijing Municipal CPC Committee secretary and concurrently Beijing mayor, Zhang is now regarded as the No 2 man in the Beijing municipal hierarchy.

Prior to his transfer to Beijing, Zhang had served as Xinjiang Uyghur Autonomous Region CPC Committee deputy secretary. Not long before, people at home and abroad had anticipated some personnel changes in the Beijing municipal hierarchy, but few had thought that Zhang would be transferred to Beijing. Thus some people described Zhang as "a black horse suddenly coming to the fore."

However, Beijing citizens are still familiar with this "black horse." Zhang, 57 years old, graduated from Qinghua University Automatic Control Department. He had served as Qinghua University Student Union president; Beijing Municipal Federation of Students president; and Beijing Municipal Federation of Youth president before serving as Beijing's Haiding District CPC Committee secretary and Beijing Municipal CPC Committee Standing Committee member.

When he worked in Haiding District, he personally helped map out such a strategy as "building two zones and one base," a plan for "building a high and new technological industrial development zone," and some other plans of boosting Beijing's opening up and development. Even years after he left Haiding, his train of thought for Haiding's development was still spoken highly of by the local cadres and people.

Zhang is known as an enlightened and steady cadre popular at the grassroots level. At the Sixth Beijing Municipal People's Congress, Haiding District Delegation nominated Zhang as candidate for Beijing's vice mayorship. The congress thereby adopted such a new electoral rule: A candidate for vice mayorship may either be nominated by higher authorities or be collectively nominated by deputies. Though Zhang was not elected vice mayor in the end, he did leave an excellent impression among many deputies.

In June, 1990, Zhang was promoted Beijing Municipal CPC Committee Standing Committee member. In September, 1990, he was, at the age of 50, transferred to serve as Xinjiang Uyghur Autonomous Region CPC Committee deputy secretary. This reporter made a phone call to Urumqi, inviting some friends of the press circles to describe Zhang. They invariably praised Zhang as a "liberal minded, steady, honest, and scholar-type leader known for a relatively down-to-earth style." It was learned that after taking charge of Xinjiang's organization work, Zhang

selected and promoted a large batch of young and middle-aged cadres with moral integrity and professional competence, including cadres of ethnic minorities, to leading positions at regional departmental or bureau, autonomous prefectural, and city levels.

"Deputy Secretary Zhang has made everlasting contributions to supporting and building Urumqi New Technological Development Zone." It was also learned that Urumqi New Technological Development Zone was not only the earliest development zone built by the five northwestern provinces and regions but also a state-level development zone. In December, 1995, Zhang was transferred back to Beijing to serve as vice state justice minister and state justice ministry leading Party group deputy secretary.

At today's Beijing leading cadres meeting, Zhang Fusen declared: "I sincerely hope that you comrades will give me more support, criticism, and help." He added: "I will faithfully fulfill duties; work hard; and whole-heartedly serve the people."
