The 15th CPC National Congress is to be held soon. Yesterday, no major leaders appeared at public occasions in Beijing. Well-informed sources revealed that the enlarged meeting of the CPC Political Bureau is to be followed by the Seventh Plenary Session of the 14th CPC Central Committee early this week to make final preparations for the convocation of the 15th CPC National Congress.
In addition, since early September, the army and police in Beijing have been on first-degree alert. The highest leadership echelons have specially requested the police side to guard against sabotage activities of Xinjing separatists to avoid a reoccurrence of the blasts which occurred during the "two sessions" in Beijing in March this year.
Well-informed sources in Beijing also pointed out: The Seventh Plenary Session of the 14th CPC Central Committee is to be held early this week. According to the plan, the session will discuss and approve the political report to be submitted to the 15th CPC National Congress, and handle the case of expelling former Beijing municipal party secretary Chen Xitong from the party. Since high-ranking personnel arrangements for the party, government and army have been basically set, the Seventh Plenary Session is to last one day only.
LEADERS NO LONGER APPEAR AT PUBLIC OCCASIONS
Major leaders in Beijing have no longer appeared at public occasions since yesterday because of being busy with attending the session. On the day the session ends, a press communiqui on the agenda and resolution of the Seventh Plenary Session will be released.
According to well-informed sources, in view of the fact that when the "two sessions" were being held in Beijing in March this year, bomb blasts involving Xinjiang separatist elements occurred in the capital, the authorities have attached great importance to the security work for the 15th CPC National Congress. Earlier, the Public Security Ministry sent more troops and police to Xinjiang to place local social order under control. Over the past two years, a public security vice minister has spent one third of his time in Xinjiang every year.
DELEGATES ARRIVE IN XINJIANG ONE AFTER ANOTHER
It has been learned that several bomb blast cases which occurred in Xinjiang and Beijing early this year have not been cracked to date. Police have discovered that some terrorists have placed their home-made bombs in the timer devices of washing machines or densely populated areas. It is difficult to detect their bombs and crack the cases.
More than 2,000 delegates attending the 15th CPC National Congress have arrived in Beijing one after another. Beijing police have been mobilized as of yesterday to fully protect the safety of these deputies. On 1 September, police in the Western district of Beijing responsible for security in Zhongnanhai, the meeting hall of the 15th CPC National Congress, and places where delegates stay made a solemn vow to carry out security work perfectly during the 15th CPC National
Congress. Beijing police will also strengthen management of firearms, ammunition, explosives, poisons, and radioactive elements to strictly prevent the occurrence of destructive events such as shootings, explosions and poisoning.
