GENEVA, 22nd December 1997 -- Today, International Commission of Jurist (ICJ) released their report on Tibet "Tibet: Human Rights and Rule of Law" at the UN Press Room. Report was presented by the General Secretary of ICJ Mr. Adama Dieng, Prof. Manfred Nowak, member of ICJ Mission and Mr. Reed Brody, head of the Mission. In their 365 page of the report, the ICJ describes the Tibetans as "People under alien subjugation" entitled under international law to the right of self determination, because before 1949, Tibet had its own postal, passport and dealt in foreign affair matters.
ICJ also recommended that China to allow a UN-supervised referendum in Tibet to determine the future of Tibet which it invaded in 1950. Prof. Nowak from ICJ said that it is not only threatening to the Tibetan identity and culture, but also threatening to the middle way approach by the Dalai Lama. It is the duty of International community to protect and implementation of Middle Way Path, because China has declared "total war" on the Dalai Lama, who is not only spiritual leader but also political leader of the Tibetan people.
