Editorial

His Holiness the Dalai Lama's middle-path approach to solve the Tibetan problem is facing much criticism from among Tibetans themselves. While there is much wisdom in seeking "genuine self-rule" in Tibet instead of demanding "complete independence" from China many Tibetans, particularly the youngsters, are gradually advocating more radical steps to achieve their objective of a free and independent nation. Organizations such as the Tibet Youth Congress, while respecting the middle-path approach of the Dalai Lama and his sincerity to solve the Tibetan problem, feels that "every Tibetan has a right to independence and rigth to fight for the cause". The TYC is now openly advocating for its casue and its stand taken on this controversial issue on important events such as March 10 this week reflects both the dilemma and determination of the Tibetan people.

There are some among the Tibetan community, particularly high-ranking officials and politicians, who may be having some ulterior motive in pursuing a soft line of approach with Beijing. But to doubt the Dalai Lama's own intentions and sincerity for Tibetan's freedom struggle would be to yeild into the hands of those who have caused so much pain and bitterness to the Tibetan people. In a developing democracy dissent is necessary and this should be respected. Ultimately, the people should be given the opportunity to express their will in a genuine way. Perhaps the demand for a UN-supervised plebicite to solve the Tibetan issue is the need of the hour. Nearly 40 years have passed by since China occupied Tibet. A referendum to seek public verdict on whether to seek genuine autonomy or total independence should be carried out at the earliest. A new line of action will automatically follow after the Tibetan people give their

mandate in this manner.
