Alleged Violations of Rights of Believers in Tibet Refuted

MOSCOW, April 27 (Itar-Tass) - "The Tibetan autonomous area, a component part of China, enjoys all rights and freedoms, along with other administrative entities of the People's Republic of China," the spokesman of the Chinese embassy in Moscow told Itar-Tass on Monday in connection with picketing of the embassy by Moscow's Society of Tibet's Friends.

Its activists who end on Monday a three-day peaceful hunger strike, blame Beijing of violating the rights of believers in Tibet, including "illegal internment" of a nine-year-old Tibetan boy whom the Dalai Lama had recognised three years ago as reincarnation of the Panchen Lama, the second person in the Lamaist hierarchy.

According to the Chinese diplomat, the process of a search and enthronisation of the Panchen Lama was conducted "in strict compliance with religious canons and established traditions".

"The sacred seat" remained vacant till November 1995 following the death of 10-year-old Panchen Lama as a result of a heart attack. He is worshipped as a living embodiment of Buddhist deity Amitabha, directing people to the true path.

The exiled Dalai Lama made his choice at that time, proclaiming a certain Tibetan boy "a real reincarnation" of the Panchen Lama.

Beijing immediately called such actions as "interference in the process of a search for 'a carrier of the soul' of the Panchen Lama who had died in 1989 as well as an attempt to undermine stability in Tibet and China's national unity with the use of religion".

A search for candidates (authorised by Beijing) was conducted simultaneously. The lot, fetched from the sacred Golden small stupa in the Tibetan capital Lhasa on November 29, 1995, called the name (sanctified by Beijing) of the 11th "true incarnation" of the Panchen Lama.

That was a six-year-old boy Jiangcang Norbu, found by "the leading group, searching for reincarnation of the Pachen Lama" in northern Tibet. He was presented with the Golden Certificate and the Golden Seal on behalf of the Chinese central government.

The embassy spokesman emphasised that "the 11th Panchen Lama enjoys great love of secular and religious Tibetans, while the reincarnation, organised by the Dalai Lama, is illegal and runs counter to religious canons of Buddhism".

Supporters of the Dalai Lama claim that "Beijing's agents kidnapped" the boy and his parents and "they will never be possibly released, since the official nominee will never be recognised by Buddhists".

Calling such statements as concoctions, the Chinese diplomat noted that "as all his peers in China, he lives and studies, enjoying all rights and freedoms in compliance with the Chinese Constitution".
