FINAL MOTION APPROVED - SPECIAL MOTIONS AND RECOMENDATIONS - THE ELECTION OF THE PRESIDENT AND HONORARY PRESIDENT
ZEVI'S DECLARATION OF ACCOPTANCE

Rome, September 6, - N.R. - At the end of its sessions, the Federal Council of the Radical Party which met in Rome from September 1 - 5, approved the motion of which Marco Pannella was the first signatory, with 52 votes in favour, 4 against and 3 abstentions.

Emma Bonino was elected President of the Party.

Bruno Zevi was elected Honorary President.

Zevi's resignation had been accepted with 42 votes in favour, 1 against and 5 abstentions.

Bonino and Zevi were elected by acclamation; previously, the FC (Federal Council) had voted for the institution of the responsibility of honorary president by a very large majority (one vote against and five abstentions). Bruno Zevi, accepting the title of "Honorary President of the Radical Party", had declared: "I accept very gladly. I am happy to accept. I should have left this Federal Council not truly with pain, but deeply and not superficially torn. It was Pannella's genius which as usual found the just solution. Just men in just posts. I find this invention of "Honorary President" quite extraordinary. And what shall I do? I shall do exactly what I have already done for the Party and a little more!"

Special motions and recommendations were also approved. The text forthwith:

GENERAL MOTIONS

The Federal Council

approves the reports of the Secretary and the Treasurer, which give an exceptionally full picture of the reality, the ideal and the political strength of the Radical Party. They also demonstrate the immense difficulties of ensuring a full and normal continuity of a coherent and adequate organization of the party, in the face of the total uncertainty of the law, lack of respect for republican rights, for effective political democracy, for respect of the right and rights perpetrated by the hierarchical party system in Italy, which deprived the Radical Party of the very possibility of living according to rights, both public and statutory, as well as internal;

affirms that the current objective of all Radicals is to mobilize in absolute freedom and responsibility specific individuals also, to concretely ensure the birth and affirmation of a great, new, transnational, transpartite, radical, nonviolent, transnational party, in defense of human and political rights, to promote the life of rights and the right to life, to give form and political force to a policy of environmental humanism, through a political instrument which expresses even within its structure and regulations - as the Radical Party has been doing for decades - the values which it upholds;

It observes that the great yearning for freedom, justice, and tolerance of citizens who have suffered dictatorship and the crimes of real socialism, and who are still suffering their consequences, also find in the official policy of countries of real democracy, the betrayal of those values which would today legitimize leadership in the world;

commits the Party to give top priority (as far as is possible and compatible with the Italian links which for the moment are almost alone to supply resources for the Party), the struggle for rights, freedom, tolerance, in the United States of Europe, in the East European countries where comrades of the Radical Party are striving, especially in USSR, Hungary, Poland, as well as in Yugoslavia;

takes note of the fact that until now the procedure established by the Budapest Congress has not yet been implemented, in spite of the obvious, rapid evolution of the anti-democratic process foreseen and denounced, and its consequences;

scornfully repeals the accusation of wishes for liquidation as the basis for the decisions of the Congress, and proudly claims the character of extreme civil and political morality and wisdom which distinguishes it in its position at the peak of the best and most typical demonstrations of Radical rigour and imagination;

addresses an appeal to all democrats to commit themselves even formally to supporting the Radical Party's struggle, which is and remains irreplaceable and necessary.
