(52 votes in favour, 1 vote against and 4 abstentions)After the Federal Council of the Radical Party which met in Rome from September 1 - September 5 1989, had debated the need to create and support situations which render the process of change which is steadily spreading in East Europe, irreversible;
considering the need to affirm a European unity which is not that of the States currently represented in the Strasburg Parliament, but which also includes those Eastern countries which, although they are an integral part of the history and culture of Europe, have been separated for reasons utterly independent of the will of their peoples, and resulting only from the logic of power, control and subjection which has characterized the Communist policy of the USSR;
considering that the present situation is the outcome of the agreements stipulated by the USA, France, and the United Kingdom, agreements which established the chequerboard policy and the opposing blocks policy;
considering that the massive example of this division is represented by the Berlin wall, the frontier of the German Democratic Republic, and symbolically the frontier of the West with the East;
the Federal Council expresses the dire need to organize a vast campaign to mobilize international public opinion which, focussing on a single appeal, should stress the historic urgency and impose the moral necessity, to overcome the war treaties which have determined the policy of the blocks; it also asks for the dismantling of the Berlin Wall not only as a symbolic act, but also as a concrete step which would indicate the start of a new course for Europe and the world;
with this purpose, the Federal Council hopes that the Radical Party may play an active role in a campaign which may lead to the dismantling of the Berlin Wall before the thirtieth anniversary of its building has passed, in other words, before August 13, 1991.
