THE TRANSNATIONAL PARTY - HUMAN RIGHTS--ROUMANIA: NOVEMBER 15, RADICAL DEMONSTRATIONS BEFORE THE ROUMANIAN EMBASSIES IN MOSCOW, ROME, BUDAPEST, BRUSSELS, WARSAW, MADRID, PRAGUE, LISBON, BELGRADE AND PARIS, ON THE SECOND ANNIVERSARY OF THE PEOPLES' RIOTS IN BRASOV.

On November 5, on the second anniversary of the popular uprising in Brasov in Transylvania (Roumania), which was violently repressed by the Ceausescu regime, the Radical Party proclaimed a day of action in favour of human rights and democracy in Roumania. Radical demonstrations will take place before the Roumanian Embassies in the various Eastern and Western European countries: in Moscow, Rome, Budapest, Brussels, Warsaw, Madrid, Prague, Lisbon, Belgrade and Paris. Radicals will deliver the following letter to each of the Roumanian diplomats--summing up the reasons for the demonstrations:

"Your Excellency

Two years after the popular uprisings in Brasov and their repression, the situation as regards human rights in Roumania continues to be a reason for deep preoccupation to all those who, in the world, follow with interest events in your country. Reports by Amnesty International, the International Helsinki Federation and numerous other international organizations for the safeguarding of human rights and international agreements in that area, report the persistence of and an increase in the repression of political opposition, of inhuman prison conditions, of arbitrary arrest, violent limitation of liberty of movement, expatriation, religious conviction, association, press, and ethnic and linguistic identity.

Particularly serious is the plan of the Roumanian government, presently in progress, to destroy thousands of village, deporting their inhabitants to newly constructed centres, against their will and in contempt of traditions, culture and customs. Many villages have already been demolished, as well as architectural monuments and historical sites in Bucharest, in order to facilitate the creation of inhuman lodgings and urban development which have been described by many as Stalinist.

In the meantime, thousands of Roumanians, not only Magyars, have been forced to flee the country, to live the difficult life of refugees.

At a time when from any parts of Central and Eastern Europe there are signs of change and hope, Roumania--a vital part of Europe, its history and culture--continues to be oppressed by a tyrannical, violent regime, which has led the country to the brink of moral and economic disaster.

Nevertheless, as Roumania is among the signatory States of the Final Act of the Helsinki Conference on Security and Cooperation in Europe, which contains precise decrees on human rights and basic freedom, we appeal to the government of the Socialist Republic of Roumania to guarantee its citizens the effective exercise of all rights solemnly recognized by the Helsinki Agreement and its amendments, in particular to put an end to the present policy of destruction and deportation.

At the same time, Radical Party activists from various countries consigned this letter to Roumanian diplomatic representatives in Moscow, Rome, Budapest, Brussels, Warsaw, Madrid, Prague, Lisbon, Belgrade and Paris--"We request, Mr. Ambassador, that you transmit our appeal to your government, in the hope that the declarations of intent which it so often has supported in matters of human and civil rights may become reality".
