What we have set ourselves and propose to everyone is a contract, enabling an apparently technical project to take shape in the coming months, in the near future.

Whether the problem is economy, peace or war, whether it is ecology or immigration, we know that in a handful of years or even months, we must succeed in making politics assume a prompt and simultaneous capacity of decision and action in the Parliaments of Eastern Europe or in the Parliaments of the European Community.

We know that we must succeed in obtaining that these Parliaments, the Governments, be aided and supported in deciding and immediately achieving a series of things - for example, the reform of the United Nations - thanks to which, on a global basis, it will be possible to acquire the technical capacity to operate, to decide and to act together.

We know that if this fails, there will be a catastrophe, even if we cannot tell exactly when.

There are entire continents and subcontinents that are suffering under old-empire dictatorships, which, for the moment, maintain an "immobilized" disorder. But we know that in a matter of weeks or months, all this could be reversed completely.

We know that in the world in which we live the number of inhabitants will double within eighteen, twenty years at the most.

Anthropologically speaking, we know that in entire cities it is a wonder how children from 10 to 13-14 years of age can even survive, we know that they are organized in death squads, to protect themselves, that they are violent, that they kill and are killed.

We know that in a short period of time there will be at least

15 giant megalopolises in the Third World, with over 10 million inhabitants, and that it is hard to imagine how the problems connected to water or waste will be solved.

What we are proposing is addressed to all those who want to give an added value of internationalism to their existence and their action, and finance it, give it a part of themselves.

If twenty thousand citizens became shareholders of this project in the next few weeks, we would be in the conditions to contact all the parliaments of the world within the following six months, starting with thirty thousand parliamentarians of the European scene, proposing a series of texts relative to two, three or four specific problems, for which we have the advantage of an immense force: the common knowledge of the masses.

Such texts that can be presented simultaneously in these Parliaments; this would enable a mass mobilization, and if necessary even the use of the weapons of nonviolence, whereas the authority would pledge to achieve the legislative goals we are proposing.

This is the outline of this contract, the "new social contract" we are proposing to establish the Radical Party.
