by Roberto CicciomessereWe have read the text containing the proposal of a new Constitution in Burkina Faso. A Constitution that will be submitted to a constitutional referendum on 2 June 1991. Following that, presidential elections will be held on 2 November 1991 and legislative elections on 8 December 1991.
If passed, enforced and respected, Burkina Faso would become one of the very few countries of Africa with a democratic regime. Despite a number of reservation concerning the constitutional structure, especially as regards Art.59, which envisages the possibility for the President of adopting unspecified measures requested by the circumstances in cases of serious attacks against constitutional powers, and the funereal motto "HOMELAND OR DEATH, WE SHALL WIN!", inconveniently inserted in the text, we are faced with a revolutionary constitution for Africa, which will determine changes in other countries as well. Also, the fact of underlining the lay character of the State of Burkina Faso in a moment in which religious fundamentalism are dominating, is a demonstration of great political courage.
