THE NEW PARTY

"From Parliaments, from people - organizing an idea" is the title of the central pages of the newsletter which you have been sent in the past weeks. It refers to the Radical Party's project for 1991.

The objective is that of organizing a new political subject within the the parliamentary institutions of the democratic world, capable of consolidating supranational law, by means of a nonviolent mobilization.

The communication means to achieve this objective is represented by a series of monthly newsletters, translated into all the languages of the recipients.

Over the past months, the Radical Party has prepared the technical instruments to launch this enterprise:

- the collection of the names of the members of Parliament of all the democratic countries;

- the acquisition of the wordprocessing and syllabication programs necessary for the translation and pagination on computer;

- planning the dispatch of the magazine;

- the return of the answers.

The newsletter produced in the month of June represents an assay of the technical feasibility of the objective. From the point of view of the contents, it does not contain immediate mobilization proposals, but rather a "menu", a list of what the Radical Party wants to be: a nonviolent International, based on the direct adhesion of all those who want to give an "added value" to their national and party identity. An "added value" organized in a new, nonviolent-Gandhian, transnational, transpartisan, environmentalist, democratic, ecologist, European federalist, liberaldemocratic, liberalsocialist, libertarian, antiauthoritarian, antiparty power, antimilitarist, anticlerical political body.

This first issue of the newsletter - this "prototype" of the communication means we want to achieve - has been translated into ten languages: Polish, Hungarian, German, Rumanian, Spanish, Croatian, English, French, Czech and Russian. The recipients are the national members of Parliament and the members of the federal and regional assemblies of the countries of Western and Eastern Europe, for a total of 330 addresses.

The second issue of the paper - which the addressees will receive by 20 September - is currently being translated into thirteen languages: in addition to the initial ones, we have added Portuguese, Slovenian and Albanian, and we hope to make a Serbian translation as well.

Compared to the first one, this issue proposes the adhesion and the organization into the "New Party" to all those who share the "reasonable" antiprohibitionist proposal on drugs and therefore the legalization of the substances which are currently prohibited - a thesis endorsed, among others, by Gore Vidal, the great American novelist playwright, who wrote an article for us and whom we thank - and a "reasonable degree of disarmament", that is, a constant diminution in the share allotted for military expenses in order to use these resources to defend the world from the new threats it is faced to (the environmental danger, desertification, the plight of more than a billion people who are forced to live below poverty level), together with the assertion of the democratic values and of legality everywhere in the world.

Those who feel they needn't wait for the second issue to join this project can, of course, send us their membership fee together with a brief statement (if they wish), explaining the reasons for this choice.
