WORK GROUP FOR CONSCIENTIOUS OBJECTION IN THE RUSSIAN PARLIAMENT

Moscow, 1 October 1991. As part of its youth committee, the Russian Supreme Soviet has created a special work group for the development of a new legislation on civil service. The group is made of 7 people, including experts in military and civilian justice and members of nongovernmental organizations. Alexander Kalinin, member of the Moscow Soviet and member of the Radical Party's Federal Council, and Alexander Pronozin, member of the Radical Party, are also part of the group. In a month's time the work committee should present a new bill on conscientious objection to the Supreme Soviet of the Russian Federation.

China - Italy

"NO BACKING TO POLICY OF RAPPROCHEMENT' VIS-A-VIS THE CHINESE GOVERNMENT".

Rome, 2 October 1991. In a letter to Nilde Jotti, President of the Chamber of Representatives, Emma Bonino, President of the Radical Party, announced her intention not to take part in the dinner with Pong Chong, vice president of the permanent Committee of the Assembly of the Chinese People. In explaining her decision, Bonino stated "I believe it is my duty to provide no backing to the policy of "rapprochement" vis-à-vis the Chinese regime, which, as you no doubt know, is responsible for the most savage repression of all forms of dissent, of the brutal violation of the most elementary human rights and of genocide of the people of Tibet. (...)".

Czechoslovakia

RADICAL DELEGATION AT THE ROM "MITINK" OF NACHOD

Nachod, 6 October 1991. Radical Paolo Pietrosanti and Richard Stockar took part in the "Mitink" for understanding and tolerance among the nations, organized by the ROI party and by the Romart agency.

The mitink (an event featuring political addresses and music concerts) was attended by over 1.000 people. The main Rom political exponents of Czechoslovakia delivered speeches. Paolo Pietrosanti, Federal Councillor of the Radical Party, invited to speak, asked all Gypsies to join the transnational Radical Party as already done by the president of the ROI, Scuka, and by several parliamentarians of that party.

ANOTHER SUICIDE FOR A FEW GRAMS OF DRUGS. THE REFERENDUM FOR THE ABOLITION OF THE CURRENT ANTI-DRUG LAW, FOR WHICH THE RADICALS ARE COLLECTING SIGNATURES, IS MORE NECESSARY THAN EVER.

Rome, 11 October 1991. Vanna Barenghi, vice secretary of the Radical Anti-Prohibitionist Coordination (CoRA) stated that "Sebastiano Rolando, a 24 year-old from Biella, is the last victim of the Jervolino-Vassalli law. He committed suicide with the exhaust of his car because he had been denounced for the possession of one gram of heroin.

After the suicides committed in prison of last summer, the tragedy of the youths denounced or put into prison for a few grams of drugs continues (...). It is not our intention to debate on this new tragedy, however this situation must be denounced, especially faced to the triumphant tones of Minister Jervolino and of the prefect Soggiu (...). The referendum promoted by the CoRA and by the Radical party for the abrogation of the penal sanctions against drug consumers and against the limitation of the therapeutic freedom of the physicians is aimed at this. We hope that those political and social forces which have most actively supported the current law will finally take into consideration those reasonable proposals which the CoRA has been promoting for years and which are becoming the object of serious and attentive experimentation abroad".

Tibet - Italy

THE DALAI LAMA TO VISIT ITALY NEXT FRIDAY. HE IS RECEIVED BY THE PRESIDENT OF THE ITALY-TIBET ASSOCIATION, PIERO VERNI, AND BY THE RADICAL GIOVANNI NEGRI. NEITHER THE PRIME MINISTER ANDREOTTI NOR THE PRESIDENT OF PARLIAMENT JOTTI RECEIVE HIM.

Rome, 21 October 1991. Concerning the non-reception of the Dalai Lama on the part of the highest authorities of the State, the parliamentarian Negri stated "We acknowledge that during the Dalai Lama's visit, neither the Prime Minister, Andreotti, nor the President of the Chamber, Jotti - who recently met the highest parliamentary exponents and government officials of the regime of Beijing, responsible for the Tibetan genocide - intend to receive His Holiness the Dalai Lama.

Obviously they are too busy preparing the visit to Rome of Li Peng, the executioner of the students of Tian An Men Square.

We will be no less serene for this reason: we know who most of the Italian people and of the free world side for".

THE RADICALS TAKE PART IN A CONFERENCE ON THE PROBLEMS OF NARCOLOGY.

Moscow, 30-31 October 1991. About fifty physicists, lawyers, enforcement agents, sociologists and other specialists, participated in an interregional conference on the problems of narcology organized by the Moscow Soviet. The delegation of S. Petersburg was formed also by radicals Fiodor Chub and Valerij Sokolov, who underlined the total ineffectiveness of the current prohibitionist policy on drugs.
