on the spread of the international language Esperanto, presented by the Rt. Hon. Pannella in conformity with art. 63 of the Regulations

The European Parliament,

A. Confirming the objectives stated on many occasions with regard to the spread of knowledge of foreign languages, reiterating the need for language teaching policies in the member states which take account of the new pedagogical instruments and the experience gained in the field of language teaching, in conformity with Decision 89/489/EEC of the Council of 28 July 1989;

B. Noting that numerous studies have demonstrated that the teaching of the International Language Esperanto constitutes one of the most effective methods of facilitating the learning of foreign languages, right from elementary school;

C. Underlining the need for further study of such characteristics, in collaboration with the Institute of Linguistic Cybernetics of the University of Paderborn and with other research institutions which have undertaken similar studies;

D. Considering furthermore that the European Community is the international organism with the largest number of official languages and that this number is destined to increase in the coming years;

1. Asks the Commission and the Council to recommend the member states to introduce the teaching of the International Language Esperanto in all elementary schools;

2. Asks the competent Commission to draw up a report on the question, in which the possible use of the International Language Esperanto in the Community institutions is also considered;

3. Also asks the competent Commission to avail itself immediately of those studies which already exist on the subject, and to encourage other studies in the direction indicated in this resolution.
