Czechoslovakia

MORE SUPPORT FOR THE "CANDIDTATES' DECLARATION IN FAVOUR OF THE COMMON MARKET AND EUROPEAN UNION". OFFICIAL EXAMINATION OF VOTE ON 5 & 6 JUNE.

Prague-Bratislava, 1 June 1992. The "CANDIDATES' DECLARATION IN FAVOUR OF THE COMMON MARKET AND EUROPEAN UNION", a kind of electoral agreement proposed by a group of candidates in the Czechoslovakian elections who are also members of the Radical Party, has received more significant support.

Candidates on the Social Democrat list, and in the electoral district of northern Moravia, are the latest people to come out in favour of the agreement. Their names are Jaromir Kuca, Jaroslav Vomacka, Jaroslav Polak, Stanislav Hosek and Eva Fischerova.

Burkina Faso

TWO MEMBERS OF THE RADICAL PARTY ELECTED TO PARLIAMENT

Ouagadougou, 2 June 1992. Two members of the Radical Party who took part in the elections held on 26 May in Burkina Faso have been elected. They are Sallifou DIALLO and Jean-Claude BOUDA. Our congratulations to the new deputies!

Czechoslovakia - Bosnia

RADICAL DEMONSTRATION IN FRONT OF CZECHOSLOVAKIAN FEDERAL GOVERNMENT BUILDING TO DELIVER DRAFT OF PARLIAMENTARY MOTION. LIST OF HUNGER-STRIKERS.

Prague, 4 June 1992. The Radical Party demonstrated in front of the Federal Government building in Czechoslovakia while a meeting was being held to decide on the policy to adopt towards the sanctions imposed on Serbia. Deputies who are also members of the Radical Party took part in the demonstration and presented a parliamentary motion to the Government, which had already been signed in Italy by an absolute majority of deputies. Another purpose of the demonstration was to invite the deputies who will be elected on 5 & 6 June to present a similar text in the Parliaments, in order to get the new term of government off to a good start.

Meanwhile, a number of Czechoslovakian Radicals have supported the relay hunger strike in which almost 2,000 people have agreed to participate. The Czechoslovakians are: Olga Cechurova, Lev Havlicek, Milan Kozelka, Richard Stockar, Marina Vitkova, Vojtech Vrba.

Croatia

ZAGREB: RADICAL DEPUTIES HOLD MEETING. THE PARTY SITUATION AND THE COMING ELECTIONS IN CROATIA.

Zagreb, 6 June 1992. A group of deputies who are members of the Radical Party held a meeting in the Town Hall.

In his introductory speech, Sandro Ottoni, member of the Radical Party Federal Council, expressed concern for the Radical Party's financial situation, as did those deputies who spoke afterwards (Studen, Zupancic, Pavin, Duijmovic). A proposal was made to increase the membership fee, and Miroslav Zupancic, the well-known sculptor, suggested organizing a public auction at which works donated by Radical Party artists would be sold. (...)

Regarding the approaching elections in Croatia, the present deputies, having discovered that there is very little likelihood of their being re-elected, have undertaken to approach new candidates and propose that they join the Radical Party, and to organize citizens' assemblies and press conferences in their provinces in order to promote Radical initiatives and obtain new members. It was decided to hold an assembly of Radical Party members, who now number almost 300 in Croatia, on 28 June.

Vatican City

THE SECRETARY OF STATE OF THE VATICAN CITY REPLIES TO RADICAL PARTY APPEAL.

Vatican City, 6 June 1992 - In reply to the appeal made by the Radical Party to Pope John Paul II on behalf of Roger Coleman who is under sentence of death, and to stop all executions in the United States, the Secretary of State of the Vatican City has sent Emma Bonino the following message in which the Holy See states "...how gratifying it is to see that, in many instances, people are campaigning to abolish the death penalty, in order to protect human life which is sacred..."

Brazil

UN CONFERENCE ON THE ENVIRONMENT AND DEVELOPMENT: RIO'S WORTHY APPEAL.

Rio de Janeiro, 9 June 1992 - The right to live in a healthy environment, the adoption of the Charter of the Rights of the Earth, the creation of resources to assist the development of the Third World: these are the principal features of the appeal presented by Emma Bonino, which was signed by dozens of the parliamentarians who were present at the Rio Summit, and who communicated the contents to their Heads of State and government leaders, so that the many hopes inspired by the Earth Summit would not be dashed.

Croatia

RADICALS AND SYMPATHIZERS HOLD MEETING AT BJELOVAR.

Bjelovar, 13 June 1992. (...) Thirty or so people listened to the speeches made by Fulvio Rogantin, general councillor of CoRA, Sandro Ottoni, member of the Radical Party Federal Council, Marjana Stefanic, a Radical from Zagreb, and Drazen Buhin, a member of the Radical Party from Bjelovar, who also organized the meeting. (...) Rogantin explained the prohibitionist situation in Italy and the rest of the world (...). The possibility of organizing a Radical association in Croatia, similar to that of CoRA, was also discussed. Meanwhile, a work group was set up to gather relevant documentation, also in view of the new drugs law which is currently in the planning stage.

"A RIGHT TO AN INDIVIDUAL AND AN INTERNATIONAL LANGUAGE":

APPEAL-REQUEST MADE BY THE RADICAL PARTY TO THE HEADS OF THE DELEGATIONS FROM THE COUNTRIES PARTICIPATING IN THE CONFERENCE ON SECURITY AND CO-OPERATION IN EUROPE, AND PRESENT AT THE HELSINKI MEETING FROM 24 MARCH TO 10 JULY 1992.

Rome, 15 June 1992. Sergio Stanzani (Secretary), Emma Bonino (President), Paolo Vigevano (Treasurer), Marco Pannella (President of the Federal Council), Basile Guissou (former Foreign Minister of Burkina Faso), Ivan Mesicek (Deputy of DEMOS - Slovenian Democratic Coalition) and Giorgio Pagano (member of the Radical Party Federal Council), proposed, with an appeal-request to the delegates present, a suggestion for an article which would provide for the preservation of linguistic identity, and which would undertake to "... create suitable conditions for the promotion and protection of the linguistic and cultural identity of ethnic peoples in international relations (...) convinced that the adoption of a supranational language, in this case Esperanto, would be the ideal means of preserving such an identity".

The appeal was also sent by fax to the European Council which met at Lisbon on 26 & 27 June.

Croatia

BELGRADE TELEVISION CLAIMS THAT RADICALS ARE THE ONLY RUSSIAN DEPUTIES DISLOYAL TO SERBIA, AND THAT THEY ARE NOTORIOUS SPIES SENT BY ROME.

Zagreb, 17 June 1992. Croatian television broadcast a programme from Belgrade concerning the international sanctions imposed on Serbia. When speaking of Russia, they declared that all the deputies were against the sanctions except the Radicals, notorious associates of the Rome Party.

What will happen to Yeltsin's Radicals then?

Montenegro produced another gem. The Croatian deputy, Jelic, declared on Montenegrin radio that he has heard that Pannella is a mercenary in the pay of the HDZ, the party in power in Croatia.

Have the mass media of the so-called 'New Yugoslavia' found some new enemies?

Italy

120 ITALIAN MAYORS SIGN THE MOTION REGARDING FORMER YUGOSLAVIA ALREADY SIGNED BY 370 DEPUTIES AND PRESENTED TO THE ITALIAN PARLIAMENT.

Rome, 17 June, l992. One hundred and twenty mayors have confirmed, to the Radical Party and the Movement of "Marco Pannella" Clubs, their support of the motion which strongly "condemns the warmongering and racist politics indulged in by the Belgrade regime...". The motion was first signed by Marco Pannella, and then by 62% of the deputies of almost all the political groups present in the Chamber. The document, which constitutes a real reform as regards Italian and EEC politics towards former YUGOSLAVIA, was drawn upat the end of last April. As regards its motivation and, in part, its provisions, it in fact anticipated the resolution drawn up by the Security Council of the UN, and stated that during the peace talks our Government would in no way recognize the "ethnic redistribution" sought and imposed by the war.

Czechoslovakia-Former Yugoslavia

RADICALS AND BOSNIAN REFUGEES (WITH FACES COVERED) TAKE PART IN DEMONSTRATION FOR THE NON-RECOGNITION OF THE FEDERAL REPUBLIC OF YUGOSLAVIA.

Prague, 19 June 1992. More than one hundred people took part in the Radical demonstration for the non-recognition of the so -called 'Federal Republic of Yugoslavia', and for the recalling of all Ambassadors from Belgrade.

A group of Bosnian refugees also took part in the protest, wearing masks to conceal their identity in order to protect their families still in Bosnia. The next day, the demonstration was given ample coverage in the newspapers, most of them reporting it on the second page.

Azerbaijan

MEETING OF BAKU RADICALS

Baku, 20 June 1992. About 60 people took part in the meeting, and Irina Podlesova, the Radical Party Treasury Officer for activities in the former Soviet Republic, and Andrea Tamburi, member of the Radical Party Federal Council, were also present. One of the topics discussed was the difficult situation in Nagorni Karabak and the Nikichevan region, an Azerbaijan enclave in the Armenian Republic, where there is a need for Armenian, Azerbaijani and Georgian Radicals to work together. In spite of the many difficulties, including those involved in communication, the Radical Party has already begun to study possible initiatives. During the meeting, which was held in a church and authorized at the last moment, two new members joined the Baku Radicals, bringing the number up to 160.

The UkraineRADICAL PARTY MEMBERS ATTEND MEETING IN KIEV.

A SPECIAL MOTION OPPOSING THE AGGRESSION OF THE RUSSIAN ARMED FORCES IN MOLDAVIA AND GEORGIA WAS PASSED.

Kiev, 23 June 1992. Around seventy people attended the meeting held at the Institute of Architects in Kiev. Three of the major items on the agenda were the progress being made in the campaign to abolish the death penalty; the preparation of the second Radical Conference of the Commonwealth of Independent States, of Georgia and of the Baltic States, and the latest events in Moldavia and Georgia.

A number of people stressed the need for the Radical Party to be represented more strongly in the Ukraine, the country which has the third largest number of Party members. Grigorij Pashkov, scientist and member of the Radical Party, proposed holding the next meeting around 15 July in Kiev, in order to present a number of initiatives in accordance with the decisions taken at the Moscow assembly, at which Sergio Stanzani, the First Secretary of the Radical party, was also present.

As regards the death penalty, it has been very difficult to obtain signatures, firstly because of the relatively small number of party activists, and secondly due to public opinion which is, for the most part, against abolishing the death penalty. Inna Gavrilijuk appealed to all participants to dedicate at least one hour to collecting signatures every week. The last item to be discussed was the dangerous situation in Georgia and Moldavia, and a motion presented by Nikolaj Kramov was passed: it called for an immediate suspension of hostilities in the regions of Tskhivali in Georgia, and the regions of Transdniestr in Moldavia, as well as the withdrawal of troops from these countries.

Four new members joined the Radical Party during the meeting.

Italy

THIRD ESPERANTO RADIKALA ASOCIO - ORGANIZATION FOR THE DEMOCRATIC CULTURAL INTEGRATION OF EUROPE - HELD IN ROME.

Rome, 28 June 1992. The Congress, realizing that federal political union, amongst other things, is necessary for Europe to possess adequate authority in the field of culture, expressed in the final motion that was passed the hope that the Governments of the twelve member countries might entrust the European Parliament with the task of drafting a bill for a European Constitution within a year. It was also decided to organize initiatives to support the resolution "On the Teaching of Esperanto as an International Language" presented to the European Parliament by Marco Pannella, by presenting similar motions in national and international parliaments; to request Italian and European Institutions to organize conferences and courses for teachers on the use of the Paderborn method; to organize the "Day of the Right to an Individual and International Language" at the end of February '93; to warmly invite all Esperantists to recognize the growing importance of the political value of this language, in keeping wi

th the tradition of the Esperantist movement which is also that followed by the New Party, and to organize themselves not only by joining the Radical Party but also by attending the second session of the XXXVI Radical Party Congress to be held in January '93. The Eastern European Esperantist Movement, currently in grave difficulties, was also invited to join the "Esperanto Radikala Asocio" and to use the Radical Party headquarters in their own countries to organize a "Campaign for the Right to an Individual and International Language", as people are already doing in Moscow, thanks to Michail Certilov.

Italy - Esperanto

NEW EXECUTIVE BODIES OF ERA-CODICE ELECTED

Rome, 28 June 1992. The members of the General Council have been elected, namely: Giuseppe Bellelli, Antonio Brivio, Umberto Brocatelli, Ludovica Cuccurullo, Giuseppe Di Donfrancesco, Guido Gentile, Daniela Giglioli, Italo Jacovella, Giovanni Lombardi, Franca Concina and Roberto Pilati. Andrea Chiti Batelli has been elected President, while Giorgio Pagano is the Secretary, and Gianni Betto the Treasurer. The Board is composed of Andrea Chiti Batelli, Giorgio Pagano, Gianni Betto, Antonio Brivio, Italo Jacovella, Fausto Ferzetti.

Romania

ROMANIAN RADICAL PARTY HOLDS ASSEMBLY

Brasov, 27-28 June 1992. At the end of the proceedings, the Assembly held by the members of the Romanian Radical Party adopted a declaration-appeal regarding the situation in Moldavia. The document condemns the intervention of the 14th Division of the Soviet Army in the Republic, and requests its immediate withdrawal from Moldavia. It also emphasizes the need for the conflict to be resolved politically, and peacefully, with a guarantee of the fundamental rights of every citizen, and without discrimination against ethnic groups. The document also calls for the UN and the CSCE to make a determined commitment to end the fighting.

Romania

RADICAL ASSOCIATION FOR A UNITED EUROPE (EURAS) FOUNDED.

Brasov, 27-28 June 1992. During the Radical Party Assembly held on 27 & 28 June in Brasov, about forty members decided to form a Radical association named EURAS. Its aims are to "bring about the necessary action to further the process of European integration, with the aim of creating a United States of Europe. EURAS declares in its statute that it will adopt methods of nonviolence, and will not participate in elections. The Association will meet next at a symposium to discuss the proposals and commitments regarding European union which figure in the election campaigns of the various parties.

Croatia

ONE HUNDRED PEOPLE ATTEND RADICAL ASSEMBLY IN ZAGREB

Zagreb, 1 July 1992. The Assembly was held in the Evrospski Dom Hall in Zagreb. Federaal Councillors Ottoni and Dupuis opened the debate by reporting on the general situation of the Radical Party, and on the decisions taken at the last Congress.

Furthermore, Dupuis examined the responsibility and blame of the European Community, especially France and England, in its failure to intervene in the Yugoslavian crisis. Mitterand's recent initiative ("The Sarajevo Blitz") was not only tardy, but contrary to the spirit of European unity in every way. On the same day that the Lisbon Conference ended, the French President, who has done everything possile to delay any intervention at a European or international level for an entire year, decided to carry out his blitz in Bosnia, and in fact did so, without consulting his European partners, or informing them of his proposed action. In this way he sought applause that he did not merit, by embarking on a spectacular and "simple" action (if one considers the good relations that France has always enjoyed with the totalitarian and racist Serbian regime) and going over the heads of his European partners who had either taken, or wanted to take, far more concrete action in the preceding months.

Basile Guissou, former Foreign Minister of Burkina Faso, talked about the serious economic and political situation in Africa. He reminded those present of the role played both by the Radical Party and AREDA to uphold the rule of law in Burkina Faso. The lawyer, Pinezic, and the leader of the Liberal Group in the Zugaj Parliament, explained the Radical Party's transnational concept.

More than twenty members of the Radical Party subsequently took the floor to talk about particular problems, such as: the situation of the children who are war victims and the Croatian women who have been raped by Serbs but cannot abort; the Croatian people's disappointment at the way the European Community has reacted; the three Croatian soldiers who have recently been condemned to death by the Serbian regime.

Marketing initiatives and public events were proposed to provide financing for the Radical Party. The Vice Chairman of the Coatian Esperantist League proposed a course of Esperanto lessons that would be offered free.

Ottoni brought the proceedings to a close, and called an organizational meeting to take place before the end of the month. Seven people from Zagreb joined the Radical Party when the Assemly was over.

Italy

LEGALIZATION OF SOFT DRUGS: RADICAL ANTI-PROHIBITIONIST ORGANIZATION SUPPORTS POSITION TAKEN BY ITALIAN DEMOCRATIC PARTY OF THE LEFT (PDS).

Rome, 3 July 1992. CoRA expresses its satisfaction regarding the announcement made by Luciano Violante, Vice President of the PDS Group, who stated in the Chamber that "the conditions now exist for the legalization of soft drugs. This would deprive the Mafia of business worth thousands of billions of lire, without any risk to individual health". CoRA, therefore, asks the PDS to present an appropriate bill as soon as possile, obtaining as much support as possible.

Ex-Soviet Union

ASSEMBLY HELD BY RADICALS OF FORMER SOVIET REPUBLICS COMES COMES TO A CLOSE. 82 PEOPLE JOINED THE RADICAL PARTY DURING THE ASSEMBLY AT WHICH FIRST SECRETARY SERGIO STANZANI WAS PRESENT.

Moscow, 5 July 1992. At the end of the proceedings of the second Assembly held by Radicals from the former Soviet Union, at which more than 400 members from Azerbaijan, Armenia, Byelorussia, Kazakhstan, Kirghizia, Moldavia, Latvia, Russia, the Ukraine and Uzbekistan were present, a document was approved that (...) "invites all members to organize themselves, also in specific associations which are not confined to a particular territory", (...) "proposes that parliamentarians in Georgia, Azerbaijan, Armenia and Nagorni Karabakh who are members of the Radical Party organize a meeting, together with the Radical Party, to discuss the dramatic problems of the Caucasian region, in order to create initiatives in favour of peace and democracy that are compatible with international law", (...) suggest that parliamentarians from Moldavia, the Ukraine, Russia and Romania who are members of the Radical Party organize a meeting, together with the Radical Party, to develop initiatives, also at an international level, r

egarding the problem of Transdniestr", (...) "propose setting up a work group, including experts in international law, to organize meetings between parliamentarians from the Baltic States with the aim of creating common laws with regard to the rights of minors as stipulated in international agreements". The Assembly also appointed three work groups to prepare for the second session of the Radical Party Congress. The first group, led by Sergej Sheboldaiev, has been assigned the subject of "The Statute"; the second, led by Aleksandr Kalinin, will develop the subject of "federalism, national questions, rights of minors, nonviolence"; and the third, headed by Maria Ivanjan, has been given the subject "associations, organization and information concerning Radical Party members in former Soviet Republics".

The Assembly also constituted a "COMMITTEE FOR THE COORDINATION OF RADICAL ACTIVITY IN THE FORMER SOVIET UNION", comprising the three leaders of the work groups plus another six people (Ruslan Sadirkanov, Mamuka Tsagareli, Vladimir Ivanov, Dimitry Petrov, Stepan Grigorian, and Genik Israelian), who will have the task of organizing a third Radical Party Conference, which will be held at Kiev in the first part of October, and at which the findings and proposals of the three work groups will be presented to members. The document was approved by a substantial majority.

Czechoslovakia

DRUGS: RADICAL PARTY INSTRUCTS ITS LAWYERS TO ACCUSE SLAVOMIL HUBALEK OF SLANDER. "WE'LL SEE YOU IN COURT, MR. HUBALEK"

Prague, 6 July 1992. Slavomil Hubalek, spokesman for the former Minister of Health of the Czech Repulic, has declared it is a well-known fact that the transnational Radical Party is the longa manus of the Italian Mafia (Telegraf, 3/07/92), and that the legalization of drugs, and also the use of methadone as a substitute, are in the interests of the Mafia, which will employ any means available to boost its trafficking. Hubalek naturally has the right to say what he thinks, or whatever comes into his head; but he does not have the right to slander or libel. This is a crime, and as such has to be punished. Our lawyers will accuse Hubalek, claiming considerable damages.

Croatia-Serbia

MILITARY COURT IN BELGRADE SENTENCES SOLDIERS TO DEATH: FIFTY OF CROATIA'S PROMINENT CITIZENS WRITE TO LEADERS OF THE SERBIAN DEMOCRATIC OPPOSITION.

Zagreb, 7 July 1991. About fifty important figures in Croatia have protested against the mock trials and death sentences effected by the Military Court in Belgrade, by sending a written appeal to the leaders of the Serbian democratic opposition, asking them to intervene in order that the sentences pronounced by the Military Court in Belgrade might be revoked, and the lives of the three Croatian soldiers, Nikola CIBARIC, Martin SABLJIC and Zoran SIPO, who defended Vukovar, might be spared.

The Ivory Coast

RADICAL LAURENT AKOUN IS STILL IN PRISON.

Rome, 7 July 1992. While the "Postcard to President Houphouet Boigny" campaign is taking off (hundreds of postcards have already arrived at the Radical Party headquarters in Rome), Laurent Akoun, member of The Ivory Coast Workers' Party and member of the Radical Party, and laurent Gbagbo, General Secretary of The Ivory Coast People's Front, are still rotting in Yopougon Prison, along with many other activists and important figures of the opposition.

Their forthcoming appeal has been postponed indefinitely, as the Chief Judge has decided not to pronounce a verdict. A way of behaving that is more typical of politics than of a court of law.
