After only two weeks, over 10,000 individuals, as well as dozens of parliamentarians from all over Europe and several VIPs, have signed our appeal to the President and the Prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY) to indict President Milosevic for genocide and crimes against humanity.

Contrarily to what the International Community seems to think, Milosevic is not the key to stability, Milosevic is the Problem for the area. We believe that the President of the Federal Republic of Yugoslavia is the problem for peace, and we have always stated that there cannot be lasting peace unless justice is insured, and justice can be insured through the international instruments that we have. We are of the opinion that the ICTY is the body that can take into consideration this matter and try Milosevic for the genocide committed in the former Yugoslavia.

The encouraging feedback of the initial phase of the campaign makes us re-launch the initiative with a special issue of the TRANSNATIONALFAX uniquely dedicated to this issue. We are now in the process of establishing contacts with some members of the U.S. Congress to 'export' the mobilization overseas an make it become a worldly action.

We must keep up the momentum, maintain the political pressure when, at the beginning of September, parliaments all over the world will reopen, but we also must start thinking about the possibility of sending a fact finding mission to Kosovo to prepare a dossier for a 'prima facie' case against the Belgrade regime.

We take the opportunity to thank all of you that have signed the appeal, we urge those who haven't to do it, and we ask you to spread the news among friends and have them sign the petition and disperse it in their regions. We need your help, we need your active participation to strengthen this campaign and make it become the turning point of the Balkan situation.

WE MUST OVERTHROW THE REGIME OF BELGRADE:

REQUEST TO THE PRESIDENT AND THE PROSECUTOR OF THE INTERNATIONAL CRIMINAL TRIBUNAL FOR THE CRIMES COMMITTED IN THE FORMER YUGOSLAVIA TO INDICT PRESIDENT MILOSEVIC.

Ten years ago, in Kosovo, at the 'Blackbirds Camp', President Milosevic launched to the world his platform of intolerance and hatred, his promises of war, death and destruction.

Since then, the former Yugoslavia, which has suffered Miloscevic's policy of destruction and ethnic cleansing, has experienced a dramatic barbarity situation that the world now knows.

From Vukovar to Dubrovnik, from the concentration camps of Prijedor and Omarska to Sebrenica, his ethnic cleansing policy has been applied everywhere, through the most violent and inhuman means.

During these 10 years, Kosovo has not been spared. A "soft" but systematic repression, imposed by the Belgrade regime, has deprived two million Albanians from their rights; two million individuals, who - nevertheless - still want to live in the country that they consider their own.

Today in Kosovo, like yesterday in Croatia or Bosnia and Herzegovina, Milosevic has launched his policy of intolerance and hatred, violence and blood.

We must overthrow the National-Communist regime of Belgrade. We must end the aggression of the Belgrade regime against Kosovo. We must give the possibility to Serbs to establish democracy and the rule of law in their country. For these reasons we must stop President Milosevic. We must neutralize him, once for all. We must indict for genocide and crimes against humanity the person who, for the last years, has been the 'big director' and the instigator of the Balkan tragedy. We must do it now!

Otherwise any possibility of eventual freedom and democracy for Kosovo, as for Yugoslavia itself, for the Kosovars as well as for the Serbs will be lost. If we do not act now we will miss an opportunity for justice, the rule of law and the international community as a whole.

Agenda item 2

Country situations (Question of the violation of human rights and fundamental freedoms, including policies of racial discrimination and segregation and of apartheid, in all countries, with particular reference to colonial and other dependent countries and territories)

When attempting to reach a comprehensive peaceful agreement in Balkan area, the international community has not given careful consideration to the question of the final status for Kosova. The long-lasting political vacuum has led to brutal repression, violent police actions and the excessive use of force against people whose simple goals are freedom and their right to decide about their own future.

The paramilitary and police intervention of Belgrade regime, in which hard artillery has been employed in the pretexts of hunting terrorists, and in which the torture and ill treatment of civilians is not a rare practice, resulted so far in hundreds deaths of civilians, mainly children, women and elderly, more than 200 thousands of Albanians were pushed to flee the region. The humanitarian aid destined to those civilians who still remain in their homes suffering the lack of basic goods and medicine, is not allowed to reach them.

Despite several meetings of contact group, arms embargo against FRY (whose efficiency is questionable due to the existing huge military equipment of FRY), presence of the NATO in the region, United Nations Security Council's resolutions (whose real implementation is blocked by the approach of Russian Federation), no sufficiently decisive steps were taken by the international community to let Mr. Milosevic understand that the world will do anything effective to deter further violence.

Meanwhile, the brutal ethnic cleansing of Albanians - the majority population in Kosova - continues.

This year's Commission has adopted a strong resolution, insisting among others that the Government of Federal Republic of Yugoslavia take immediate action to put an end to the continuing repression of the ethnic Albanian population; ensure the complete withdrawal of its special police from Kosova; release all political detainees and respect fully all human rights and fundamental freedoms; allow the establishment of democratic institutions in Kosova. The Commission also called upon authorities in the FRY to comply with their obligation to cooperate with the International Criminal Tribunal Tribunal for Former Yugoslavia, including with regard to events in Kosova and strongly recommended that the Office of the Prosecutor of the Tribunal begin gathering information relating to the violence in Kosova that may fall within its jurisdiction (Commission on Human Rights resolution 1998/79).

The Transnational Radical Party endorses fully these demands, emphasizing the urgent necessity for the international community to take decisive steps to implement them in practice. The TRP is furthermore convinced that it is a high time that Mr. Milosevic be put under investigation by the Tribunal for Former Yugoslavia.

All the possible solutions of the Kosova problem have been already discussed and pronounced. Now it is urgent to find a political will to take an urgent and strong action.

Allow me therefore to request you, with a deep respect to your person and all the Members of this august body, and in full awareness of the pressing time, to use the rest of time set for my statement for a minute of silence. A moment of silence for the victims of the atrocities that we have just spoke about, and for their right to life and the life of rights.
