- Mr President, I think all of us in this House would agree that proposals for multi-speed, two-speed, variable-geometry Europe - whatever you wish to call it - are important for the development of our Union.
As you know, Mr President, I have been entirely supportive of your proposals to change the agenda to make it more comprehensible to the outside world. But under these arrangements the Socialist Group, for instance, would be allocated 27 minutes' speaking time for the whole morning's debates covering plutonium and multi-speed Europe while on Wednesday afternoon, when we discuss the Cairo Conference, we have 58 minutes' speaking time. There seems to be a great disparity here. We would suggest that the plutonium debate is moved to the afternoon and shares the speaking time with the Cairo Conference, thus making more time available for the multi-speed Europe discussion.
